The proposed development and plat consists of six residential lots and two outlots, one <br /> for the private road and one for common area. Within the common area are a wetland <br /> and a significant stand of maple trees. <br /> 4. A Planned Residential Development is an alternative to standard minimum lot size <br /> subdivision of land. Its purpose is to enhance the appearance of neighborhoods through <br /> preservation of natural open spaces, to counteract the effects of urban congestion and <br /> monotony, to provide cohesive structure to neighborhood design, to offer recreation <br /> opportunities close to home, and to aid in improving the welfare in general of city <br /> residents. The proposed development is consistent with these purposes. <br /> 5. The proposed development is generally consistent with conservation design principles. <br /> 6. The development will be served by a cluster septic system. Each residence shall have its <br /> own collection tank. A common sand filter and drainfield will be located within the <br /> common area. Primary and alternate drainfield sites meeting all pertinent standards have <br /> been identified. <br /> 7. The development will be served by City water. <br /> 8. Access will be from a new private road from Homestead Trail. <br /> 9. The Developer has agreed to provide a seven-foot easement for a future trail along <br /> Homestead Trail and a ten-foot easement for possible future relocation of the existing <br /> trail along Sixth Avenue North. <br /> NOW, THEREFORE, BE IT RESOLVED, that based on the findings noted above, the <br /> City Council of the City of Orono hereby approves the preliminary Planned Residential <br /> Development and preliminary plat applications per preliminary plans and plat drawings by David <br /> Nash dated October 16, 2007 and attached as Exhibit A, subject to the following conditions: <br /> 1. The final site, grading, utility, landscaping and buffer improvement plans shall address <br /> the concerns expressed by the City Engineer (in letter dated November 1, 2007) and <br /> Wetland Consultant (in memorandum dated November 1, 2007). <br /> 2. The right of way of the private road shall be increased to 50 feet; front setbacks may be <br /> reduced to 25 feet. <br /> Page 2 of 5 <br />
