Final Plat Application 16-3867 <br />Tanager Estates <br />Page 3 <br />c. The proposed road should be connected to the existing cul-de-sac with 15' radii. Curb and gutter <br />should be tapered 3' at connections. <br />d. Notes should be included that state removal limits for connection to Heritage Lane shall be <br />coordinated in the field with the City prior to any demolition within public right-of-way. <br />e. The existing wall on the south side of the proposed connection will need to be relocated to allow <br />for construction of the new street. In addition, the existing 14" maple tree may have to be <br />removed. Further detail should be provided accordingly. <br />3.2. Drainage and Utility easements should be indicated on the plan in order to verify adequate coverage of <br />public facilities. <br />3.3. Notes should be included to indicate the following: <br />a. Work in Public right-of-way must be coordinated with the City. Contractor must provide <br />minimum 48 hour notice prior to any work. <br />b. Trashguards will be installed on all non -submerged aprons. <br />3.4. The storm sewer layout should be revised to better fit site conditions as follows: <br />a. The outlet pipe for the wetland north of the road should be relocated to cross the proposed <br />retaining wall at a perpendicular angle. An additional manhole should be provided between <br />CBMH-I and 2 at approximately station 1+90 to allow for this pipe. <br />b. The pipe connecting to the pond should be located a minimum 10' from the end of the proposed <br />retaining wall to allow for adequate access should future maintenance be required. CBMH-1 <br />should be relocated further northeast along the curb line to allow adequate separation between pipe <br />and wall. <br />3.5. Pipe characteristics should be provided for all proposed storm sewer and culverts (i.e. invert <br />elevations, length, slope, and material). <br />3.6. The low point elevation of the road is indicated at 94 1.0, but the low point catchbasins are indicated to <br />have a rim elevation of 942.0. Rim elevations should be coordinated with road profile and 3% cross - <br />slope. A minimum 2' cover should be provided over storm sewer. Castings in curb and gutter should <br />be sumped 0.1' from gutter elevation. <br />3.7. The vertical curves provided at the connection to Heritage Lane and at the low point do not meet <br />minimum State Aid values for a 25 mph design. However, increasing values to meet a 25 mph design <br />would require higher retaining walls and may invite higher traffic speeds. Maintaining a more <br />undulating road profile would more likely result in lower traffic speeds, and a 25 mph design is not <br />necessary adjacent to a cul-de-sac. Therefore, the proposed road profile should be considered an <br />adequate design for site conditions. <br />Final Gradime and Stormwater Pollution Prevention Plan <br />4.1. A Stormwater Pollution Prevention Plan (S WPPP) must be included that meets NPDES requirements <br />outlined in the State's General Permit to Discharge Stormwater Associated with Construction Activity. <br />SWPPP should take into account that Tanager Lake is impaired for nutrients. A checklist for required <br />information can be found at: <br />hM.*Ilwww.yca. state. mg. us/s ites/defadtlles/wg-strm2-47. doc <br />4.2. Drainage and Utility easements should be indicated on the plan in order to verify adequate coverage of <br />public facilities. <br />4.3. Perimeter erosion control should be installed by the Contractor and inspected by the City prior to any <br />other work. Contractor must provide a minimum 24 hour notice prior to inspection. <br />4.4. Additional notes should be provided regarding construction of infiltration areas. Infiltration areas <br />should be constructed or maintained off-line until all upstream areas are permanently stabilized. If <br />areas are to be maintained offline, temporary piping and/or ditching should be indicated on plan. <br />
