Final Plat Application 16-3867 <br />Tanager Estates <br />Page 2 <br />a. The final Stormwater Management calculations should be attached as an exhibit in order to help <br />define infiltration areas required for Lots 1-3 when developed. <br />b. Final Tree Preservation Exhibits should be submitted prior to final approval. <br />c. Per the Preliminary Plat approval resolution, the Vegetation Management Plan, including Invasive <br />Species Control, should be incorporated into the Development Agreement or development <br />covenants. The plan should also include procedures and schedule for de -compaction of soils under <br />existing hard surfaces to be re-established with vegetation. De -compaction areas include the trail <br />being removed, and exhibits should be included to adequately define areas. <br />d. Per the Preliminary Plat approval resolution, the items outlined in Condition 8 should be included <br />to define acceptable construction activity and traffic control on Heritage Lane. <br />1.9. The applicant will be required to obtain Minnehaha Creek Watershed District (MC)VD) approval and <br />permitting for their Erosion Control, Wetland Protection, Waterbody Crossings & Structures, and <br />Stormwater Management Rules. A copy of any approvals or permits required should be submitted <br />prior to final approval. <br />1.10. The applicant will be required to obtain a General Construction Permit (NPDES) to discharge <br />stormwater associated with construction activity since more than 1 acre will be disturbed. A copy of <br />the permit should be submitted prior to any land disturbing activity. <br />1.11. The applicant will be required to obtain a Sanitary Sewer Extension permit. A final copy of the permit <br />should be submitted prior to construction. <br />1.12. The City will be responsible for long term maintenance of the Pond and Infiltration Basins 1& 2. <br />However, the applicant should provide a final Maintenance Plan that defines types and frequencies of <br />inspections and maintenance activities prior to the City taking over operation of the facilities. <br />1.13. Per the City obtained WCA approval for proposed wetland impacts due to road construction, the <br />applicant should be required to monitor the non -impacted portions of Wetland 4 for one year after <br />completion of final stabilization. <br />1.14. Record drawings must be submitted upon completion of the project. If proposed permanent ponds are <br />to be used as temporary sediment basins during construction, as -built survey shots on ponds must be <br />obtained after construction sediment is removed and side slopes re -dressed. Record drawings must <br />also be submitted to MCWD, per the WCA approval for proposed wetland impacts, to ensure no <br />additional impacts are incurred. <br />Final Plat <br />2.1. Drainage and Utility Easements should be indicated as necessary to cover all shared stormwater <br />management and sanitary sewer facilities. One contiguous easement should be provided over the <br />proposed facilities located on Lots 1 and 2, to cover all piping, ditching, and basins through the outlet <br />connection to the wetland along the north property line. An easement should also be provided for the <br />sanitary service connection to Lot 4. Easement should be 20' wide to provide adequate access for <br />future maintenance. <br />Final Street and Sewer Plan <br />3.1. The following should be considered regarding the connection to Heritage Lane: <br />a. If the existing cul-de-sac was removed, extensive work may be required to reconnect existing <br />driveways to the new road location, and an existing manhole would be relocated to a green area. <br />Therefore, leaving the existing cul-de-sac largely unaltered, as indicated in the proposed plans, <br />would provide for the least impact to existing residents and the City. <br />b. Bituminous pavement should be saw -cut to full depth at connection to existing to provide clean <br />match lines. Pavement at connection should match existing elevation and section. <br />
