. - <br /> Lakeside Marina <br /> May 28, 1992 <br /> Page 2 <br /> Under its present ordinances, the City cannot licence your marina <br /> to operate unless the number of spaces you propose to have is <br /> reduced to 98 of the type described in the earlier paragraph with <br /> appropriate adjustments made during the winter storage season. <br /> Consequently, you are advised to reduce the combined number of <br /> boats on the property to no more than 98 within thirty (30 ) days <br /> of the date of this letter as the first step to obtaining a <br /> license, without which it is illegal to operate. <br /> The City is also greatly concerned over the winteea�t��rabe stored <br /> and the large number of boats which, in fact, app <br /> on your property during this current season, as I noted to you in <br /> my letter of May 22. 1992. To name one area of concern which has <br /> been noted to you this spring, the boats in the extreme southeast <br /> corner of the property appear to have been stored partially <br /> within the County Road 51 right-of-way, which cannot be allowed <br /> to continue nor be repeated next winter. Moveover, the City is <br /> concerned that the sheer density of boats that you maintained on <br /> the property during the winter season in effect eliminated fire <br /> lanes or any easy means of access should a ha 22,d yourlcurrent <br /> develop. As I noted in the letter of May <br /> storage arrangement does not appear to even attempt to conform <br /> with parking requirements. <br /> The City looks with extreme disfavor on what appears to have been <br /> a blatant disregard of the permitted density during the winter <br /> season. <br /> There are a number of other areas in which your operation seems <br /> to be in violation or fails to conform to existing land use <br /> requirements. These issues need to be discussed and solved <br /> before a license can be granted and you can be permitted to <br /> continue operations in the future. These issues, many of which I <br /> discussed with you on March 25, include: <br /> 1. Inadequacy of screening and landscaping along your east <br /> lot line. <br /> 2. Concerns about storm water run-off management, both <br /> from a quantity and quality standpoint. You should <br /> anticipate City requirements for storm water management <br /> facilities such as retention ponds or basins, etc. in <br /> the future. <br /> 3. The degree of hardcover on the property. Except for <br /> the 30' wide grassy strip along the shoreline, the <br /> entire property is hardcovered. You should anticipate <br /> the City will be requesting future reductions in <br /> hardcover on the property. <br />
