I <br /> noted that some boats were stored within a few feet of <br /> the fence line on the west side, and generally less <br /> than the required 10' setback from all of your property <br /> lines, regardless of the extent of hard surface. <br /> 5. The number of available automobile parking spaces <br /> appears to be significantly less than those required <br /> from a code standpoint as well as from a practical <br /> viewpoint. <br /> 6. Commercial use of the property at 3350 North Shore <br /> Drive will not be condoned until such time that you <br /> apply for and are granted the appropriate approvals. <br /> 7 . The use of styrofoam f loats for the docks has been a <br /> subject of ongoing discussion. You are advised that <br /> the City is considering an ordinance to ban the use of <br /> unprotected styrofoam for dock flotation, with a <br /> reasonable phase-out period for existing users. <br /> Finally, the City is informed that you are engaged in land <br /> storage of trailered boats for on-demand launching. We consider <br /> such a use and operation to be essentially identical to dry- <br /> stacking and to be a violation of City Resolution No. 938, which <br /> limits the number of authorized slips, lifts, buoys or dry-stack <br /> slips to the number provided in prior years' licenses. <br /> As you are aware, the City is reviewing the operations of the <br /> marinas in the City, including Lakeside Marina. <br /> And it is <br /> reviewing the various general ordinances and their actual effect <br /> upon the marinas. It may be that the Lake Use Committee, which <br /> is the committee investigating these matters , will ,make <br /> recommendations about changes of one sort or another in the <br /> ordinances, especially in regard to on-demand launching, boat <br /> clubs" , dry-stacking and charter boat operations. <br /> I will repeat again that you appear to have an excessive number <br /> of boats on the property at present, not counting any trai lered <br /> boats related to on-demand launching. Further, your license <br /> application requests more than double the number of boats allowed <br /> on the property per previous licenses. <br /> A 1992 license cannot be granted to you until the foregoing <br /> conditions are rectified, and you submit a revised application <br /> meeting previous boat density limits. Issuance of licenses for <br /> 1991 or prior years wil 1 not be considered until the current <br /> issues are resolved. And, quite aside from the number of boats <br /> in summer use, the other matters referred to in this letter wil 1 <br /> have to be dealt with in a satisfactory manner including .some <br /> guarantees of future compliance before a 1992 license can be <br /> issued. In the final analysis, if you do not have a license, you <br /> wi 11 not be ab le to operate. <br />
