MINUTES OF THE REGUI�AR COUNCIL MEETING OF AUGUST 13, 1984. PAGE 3 <br /> #844 DAVID WILLITS <br /> 1900 WEST FARM ROAD <br /> VARIANCE <br /> RESOLOTION #1660 <br /> PUBLIC HEARING <br /> 7:46 - 7:47 P.M. Councilmember Adams vacated his seat because of a <br /> conflict of interest. Zoning Administrator Mabusth <br /> noted the certificate of mailing and the affidavit of <br /> publication. David Willits was not present. <br /> Mayor Butler moved, Councilmember Frahm seconded, to <br /> approve Resolution #1660 , A Resolution approving a <br /> variance to allow construction of a new residence. <br /> Motion, Ayes ( 3 ) , Nays ( 0 ) . Adams abstained. <br /> CHASRA MARINA - <br /> FENCING ISSUE Steve Pauley was present to represent Chaska Marina. <br /> Sandy and Duane Ramberg, Marcia Schoeneman, and <br /> Phyllis Sprague were present from the audience. <br /> Steve Pauley stated that to his knowledge that the <br /> trespassing issue has been eliminated. Pauley <br /> stated that Chaska has erected a mesh fence 6 ' high <br /> which abutts the vegetation. Pauley stated that the <br /> vegetation is still there. Pauley stated that he is <br /> planning on doing nothing. Pauley stated that Chaska <br /> planted veqetation according to Orono ' s screening <br /> standards. Pauley stated that if the trespassing is <br /> still occuring, have the police start arresting them. <br /> Pauley stated that the lawns of the neighbors do not <br /> look like heavy foot traffic has been across them. <br /> Marcia Schoeneman stated that at 6 : 30 tonight the <br /> fence is now 5 ' and portions have been removed. <br /> Sandy Ramberg stated that trespassing occurs right <br /> when she sits there. <br /> Mayor Butler stated that the B-2 zone stated that <br /> screening must be provided with either natural <br /> landscape or a fence. Butler stated that something <br /> should be put in to screen the neighbors view of the <br /> boats and commercial operation. <br /> Councilmember Grabek asked the neighbors what they <br /> " would want Chaska to do. <br /> Schoeneman stated that she wants a 7 ' opaque fence on <br /> both sides of her property. <br /> Ramberg stated that the fence that was constructed was <br /> tacky and won' t solve the problem. <br /> Pauley stated that Chaska will not put up a fence. <br /> Pauley stated that the natural screening is there with <br /> the plantings . <br />
