PAGE 7 <br /> City Attorney Malkerson stated that tax increment <br /> f inancing could be used for beautif ication of Navarre. <br /> Malkerson stated that staff can contact investment <br /> banksthat specialize in taxincrementfinancing with <br /> citiesto come out and discussthis. Malkersonstated <br /> that staff could probably contact some banks that <br /> would come out on a no fee basis. <br /> � Councilmember Adamsstated that theimprovementsmade <br /> to Navarre should be coordinated with Hennepin <br /> County' s improvement plans for County Road 15 . <br /> Councilmember Frahm stated that the owners of the <br /> properties in Navarre should take the initiative and <br /> the City could encourage the improvements. Frahm <br /> stated that he would not be in favor of the City funding <br /> all these projects alone. Frahm stated that staff <br /> could study a type of financing for this type of <br /> project and encourage redevelopment. <br /> Councilmember Grabek stated that a public hearing <br /> should be held for the property owners in Navarre to <br /> discuss the beautification of Navarre. <br /> SEAL COAT BID AWARD City Engineer Cook stated that the lowest bidder of the <br /> sealcoating of City streets and paving repair and <br /> sealcoating of McCulley Road was Buffalo Bituminous . <br /> Cook noted the breakdown of the bid as follows : <br /> Sealcoating City Streets $ 55 , 612 . 50 <br /> Paving Repair & Sealcoating 11 , 809 . 50 <br /> McCulley Road <br /> Total Bid $ 67 , 42?. . 00 <br /> Cook stated that because MN DOT must approve the MSA <br /> portion of the bid, he recommends awarding the bid to <br /> Buffalo Bituminous contingent upon MN DOT approval. <br /> Mayor Butler moved, Councilmember Hammerel seconded, <br /> to award the bid to Buffalo Bituminous for an amount <br /> not to exceed $67 , 422 contingent upon MN DOT approval. <br /> Motion, Ayes (5 ) , Nays (0 ) . <br /> PAYMENT #2 HANDICAP RAMP <br /> PRECINCT #3 <br /> LAREVIEW GOLF COURSE City Engineer Cook stated that this was the second . <br /> payment to Halvorson Construction. Cook stated that <br /> this project would be finished soon. <br /> Mayor Butler moved, Councilmember Adams seconded, to <br /> approve payment #2 in the amount of $3 , 271. 46 to <br /> Halvorson Construction Co. Motion, Ayes (5 ) , Nays <br /> (0 ) . <br />
