MINUTES OF THE REGULAR COUNCIL MEETING HELD JULY 23, 1984 . PAGE 6 <br /> Zoning Administrator Mabusth stated that the <br /> Inspector went out but that she wasn ' t sure if they had <br /> been removed. <br /> Mayor Butler asked for a status report for the August <br /> 13, 1984 , Council meeting concerning the houseboats <br /> kept at North Shore Drive Marina. <br /> LYRIC AVENUE HOUSE <br /> STATUS . Mayor Butler asked for a status report on the home on <br /> Lyric Avenue who is using residential property for a <br /> auto repair shop. <br /> Zoning Administrator Mabusth stated that it has been <br /> hard for staff to pin down the repair shop business. <br /> Mabusth noted two site inspections and staf f could not <br /> find visible signs of operation. <br /> Mayor Butler asked for a status report for the August <br /> 13, 1984 Council meeting concerning this repair shop <br /> business. <br /> ABANDONED BUILDINGS Councilmember Grabek stated that Keaveny' s abandoned <br /> building should be removed. <br /> City Attorney Malkerson stated that as long as it is <br /> not hazardous it can stand there not being used. <br /> Malkerson stated that the Council could adopt an <br /> ordinance that stated abandoned buildings may not <br /> boarded up because of the adverse aesthetic effect <br /> that that has on the neighborhood, the diminution in <br /> value that results to a neighborhood, that they must <br /> appear on the outside as if they are used. Malkerson <br /> stated that you could notify Keaveny and any other <br /> property owners that this applies to. <br /> Mayor Butler stated that there also two other cabins on <br /> County Road 51 that are boarded up. <br /> CouncilmemberGrabek moved, Mayor Butler seconded, to <br /> direct staff to research to see if there are such <br /> ordinances and to draft an ordinance that abandoned <br /> buildings may not be boarded up and left and should not <br /> appear vacant for the aesthetics and safety of the <br /> surrounding area. While drafting ordinance, staff <br /> should distinguish between rural and urban areas, and <br /> barns and accessory structures. Motion, Ayes ( 5 ) , <br /> Nays (0 ) . <br /> BEAUTIFICATION OF <br /> NAVARRE Councilmember Grabek moved, Mayor Butler seconded, to <br /> direct staff to see if there is any state or federal <br /> funding or grants available for the beautification of <br /> downtown Navarre and for staff to study tax increment <br /> financing to be brought to the August 27 , 1984 meeting. <br /> Motion, Ayes (5 ) , Nays ( 0 ) . <br />
