PAGE 4 <br /> Don Monk stated that when Dick Benson asked for an <br /> extension of the contract that he only wanted 60 days. <br /> Monk stated that the assessment cycle starts right now <br /> and it is hard for Hennepin County to come in in the <br /> middle of the assessing cycle and start work. Monk � <br /> stated that he would have to hire more staff if Orono � <br /> decides to enter into the contract too late. Monk <br /> stated that the Hennepin County Board has the last say. <br /> Councilmember • Frahm stated that he needs clari- <br /> fication on the mill rate. Frahm stated that say the <br /> city hires their own assessor and gets the taxes down, <br /> but then the school board needs more money and <br /> therefore raises the mill rate. Frahm stated that the <br /> taxes would still go up even with the city' s own <br /> assessor if the schools or Hennepin County needs more <br /> money. <br /> City Attorney Malkerson stated that three issues <br /> should be addressed by staff : <br /> 1. One advantange of having Orono' s own assessor is <br /> that they know the zoning code, comprehensive <br /> plan, formal and informal policies , eliminates <br /> problems that you may or may not have with the <br /> County Assessor. <br /> 2. Own assessor is more apt to be courteous to the <br /> citizens of Orono because that person knows if he <br /> or she is not courteous and doesn ' t respond in a <br /> timely manner that person can lose his/her job. <br /> 3 . What' s the advantage to the City to hire its own <br /> assessor. Under state law, each year they do a <br /> sale ratio study and if our sales are of f the ratio <br /> by a certain percentage then the state and the <br /> county can step in and redo the assessing. <br /> 4. Sales ratio studies of surrounding communities <br /> that have their own assessor should be submitted <br /> to the Council for that special meeting. <br /> COUNCIL POLL- <br /> #840 NED DAYTON Zoning Administrator Mabusth stated that she wanted to <br /> poll the Council on the Ned Dayton PRD development. <br /> Mabusth stated that it is a 17 unit PRD. Mabusth . <br /> stated that the developer was notif ied that this would <br /> be discussed at this Council meeting. � <br /> Mayor Butler asked how riparian rights to French Lake <br /> would be divided among the residential pads. � <br /> Zoning Administrator Mabusth stated that Planning <br /> Commission never addressed riparian rights and that <br /> staff would have to address this issue. <br />
