PAGE 3 <br /> John Burger suggested that the Council extend the <br /> invitation to the three ex-mayors for open discussion <br /> about the hiring Orono' s own assessor. <br /> Councilmember Grabek stated that this is an important <br /> decision that will be made by the Council and that the <br /> Orono residents should have every opportunity to be <br /> heard. <br /> Mayor Butler stated that even if Orono gets their own <br /> assessor that the state legislature holds the key as <br /> far as how much a City can lower its taxes . Butler <br /> stated that Hennepin County still has their own <br /> formula and they can step in at any time and redo the <br /> assessing if it doesn ' t meet Hennepin County' s <br /> regulations. Butler stated that someone has to <br /> convince her how having Orono' s own assessor is going <br /> to change anything. <br /> Councilmember Adams stated that historical sales <br /> ratio should be provided for the Council for this <br /> special meeting. Adams asked Don Monk if the City <br /> could have a one-year contract instead of the four- <br /> year contract. <br /> Don Monk stated that one-year contracts are terrible <br /> to manage. Monk stated that from a budget standpoint <br /> that it is hard to do long-range planning with too many <br /> one-yearcontracts . Monkstated that bylaw that one- <br /> fourth of all properties should be assessed annually. <br /> Bill Sime stated that according to Budd Robb that <br /> Hennepin County has several one-year contracts . <br /> Sime stated that Shorewood has a one-year contract. <br /> Councilmember Grabek moved, Mayor Butler seconded, to <br /> have the City Administrator write a letter to extend a <br /> formal invitation to the three ex-mayors to give their <br /> past experiences in this assessing issue, Hennepin � <br /> County Assessor, Don Monk, John Burger, and anyone <br /> else that can give as much information on the assessing <br /> subject, with such special meeting for the sole <br /> purpose of discussing the assessing issue to be held on <br /> August 22 , 1984 , at 7 : 30 p.m. at which meeting a <br /> decision will be made whether or not to renew the <br /> Hennepin County contract or not. City Administrator <br /> to try and get the Art Center Auditorium or the Orono <br /> School Auditorium for such meeting. City Adminis- <br /> trator to notify the press of such a meeting to allow <br /> the public to be heard. Hennepin County to provide <br /> historical sales ratio studies for that special <br /> meeting. Bill Sime to invite Mr. Locky, St. Louis <br /> Park Assessor, to the meeting also.
