PAGE 2 <br /> #844 DAVID WILLITS Zoning Administrator Mabusth noted that a public <br /> hearing would be called at the next Council Meeting. <br /> Mabusth noted that this was a procedural variance and <br /> the hardships noted severe slopes to the north and east <br /> on property and limitations placed on building <br /> enveiope by septic areas claiming major flat areas of <br /> site. <br /> Councilmember Frahm moved, Councilmember Grabek <br /> � seconded, to conceptually approve the variance <br /> application subject to the calling of a public hearing <br /> at the August 13 , 1984 Council meeting and directs <br /> staff to draft a resolution of approval . Motion, Ayes <br /> { 4 ) , l�ays (0 ) Abstention (1 ) . Councilmember Adams <br /> - abstained. <br /> 7:30 APPEARANCE - <br /> ASSESSING ISSUE Don NSonk, Hennepin County Assessing, was present. <br /> Mayor Butler stated that it was her understanding that <br /> the t�ree ex-mayors of the City of Orono would not be in <br /> atter�dance because a formal invitation was not <br /> extended from the Council. Butler stated that she <br /> woulc� gladly extend an invitation to them if the <br /> Council felt that it was necessary. <br /> Planning Commission Representative Bill Sime stated <br /> that the mayors told him they would attend if the <br /> Councilextended theinvitation. Sime stated that at <br /> 7 : 30 John Burger would be present to discuss this <br /> issue. <br /> Councilmember Hammerel suggested that the Council <br /> appoint the three ex-mayors to a committee to study <br /> this assessing issue. <br /> Councilmember Frahm stated that someone has to show <br /> him that the City will save money by hiring its own <br /> assessor. Frahm stated that the mill rate can be <br /> raised which would raise taxes and hiring an assessor <br /> might defeat the purpose. <br /> Bill Sime stated that there are seven adjacent <br /> communities that are getting their assessing done <br /> cheaper than Hennepin County can do. Sime stated that <br /> Excelsior has just hired their own assessor at a cost <br /> of $9_41/tax parcel and they don ' t furnish any room in . <br /> their city hall nor do they furnish the assessor a car <br /> or staff. Sime stated that this is done <br /> independently. Sime stated that Council should have <br /> all the facts before making a decision. Sime stated <br /> that Robert Locky from St. Louis Park could came to the <br /> Council and give information about hiring an assessor. <br /> Discussion was continued after John Burger arrived at <br /> 7 :30 p.m. <br />
