Proposed road must be private and maintained by the <br /> . property owners. <br /> Motion, Ayes (5 ) , Nays ( 0 ) . <br /> �804 PAINTERS CREER <br /> REQUEST FOR BUILDING <br /> PERMIT PRIOR TO FINAL <br /> PLAT APPROVAL <br /> RESOLUTION #1622 Councilmember Frahm moved, Councilmember Grabek <br /> seconded, to approve Resolution #1622 , A Resolution <br /> Approving the Request of Painters Creek Development <br /> Corporation to Apply for a Building Permit Prior to <br /> Final Subdivision Approval. Motion, Ayes ( 5 ) , Nays <br /> (0 ) . <br /> #817 STEVEN RASTER <br /> 2675 FOX STREET <br /> CONDITIONAL USE PERMIT Don Hess represented Steven Kaster. Zoning <br /> Administrator Mabusth stated that the City Engineer <br /> has asked to look at the application again. Mabusth <br /> stated that she met with Dr. Hanson, Freshwater <br /> Biological Institute, and he stated that dredging in <br /> wetlands is not harmful. Mabusth stated that Dr. <br /> Hanson states that the main thing to worry about is the <br /> spoils that is removed from the wetlands. <br /> Councilmember Adams stated that the City should look <br /> at their wetlands ordinance and improve it and set up <br /> guidelines for dredging of wetlands . <br /> Don Hess stated that he could not find any guidelines <br /> f rom the City f or them to f ol low. <br /> Zoning Administrator Mabusth stated that 1600-1800 <br /> cubic yards of spoils would be removed and that those <br /> spoils should be placed at least 50 ' away from the <br /> area. <br /> Don Hess stated that his client was not in a hurry. <br /> Councilmember Hammerel moved, Mayor Butler seconded, <br /> to table the Kaster conditional use permit pending <br /> review by the City Engineer, City Staff , and staff to <br /> set up guidelines and performance standards for other <br /> applications of this type. Motion, Ayes (5 ) , Nays <br /> (0 ) . <br />
