Councilmember Frahm discussed Section XII Disciplinary Actions , page 7 , stating that he felt that the wording should be different. That the City Council should not get involved in implementation of disciplinary action but to just set guidelines. It was determined that the present policy is out-dated and should be redone, but that the present policy should be in effect and enforced until a new policy is adopted. Attorney Malkerson was instructed to look into policies of other cities and draft a new policy for review. Mayor Van Nest moved, Frahm seconded, to strengthen the language in the existing personnel policy to include a ' nepotism clause to preclude and include all employees paid or not paid, to exclude any relative of any employee or councilmember working on a paid basis or volunteer basis for the City to be enforced, with the excep�ions to be made by the City Council and City Administrator, to be brought back to the City Council as an amendment by Resolution.
