REGULAR MEETING OF THE ORONO COUNCIL, NOVEMBER 9, 1981 Page 11 Mayor Van Nest discussed a bill that is pending MAYOR' S REPORT before the State Legislature. The bill involves education, non-public schools. The two points he brought out in the billwere, (1) To require all non-public schools to report to the public school superintendent in the district which that non-public school is located a series of things; Names, addresses of both students and teachers. The complete curriculum and all sorts of important information. (2) That all non-public schools must hire only Minnesota licensed teachers . The real problem with this law is there is no method in the proposed law of excluding any non-public schools from this bill that are accredited with an accepted .non-public school certifying agency. It was felt that the laws intent was to attack the families that are removing their children from the public school system and educating them at home. Also, an attempt to attack some Christian schools that are removing them from the public school systems and teaching in facilities without adequate personnel and curriculum. Mayor Van Nest move�,Butler seconded, to authorize the City to draft a letter expressing our disagreement + with a law that would require these regulations to schools that are accredited by acceptable non-public school certifying agencies. Motion, Ayes (4) -Nays (0) � Mayor Van Nest began the discussion concerning ADMINISTRATIVE POLICY r� clarifications for the personnel polic_y for the City of Orono. Councilmember Butler stated that she had put together "some words" for consideration of the City Council . But�er felt that the words "or volunteer work" should be included in Section LIII Employment of Related Persons , page 24 . Mayor VanNest agreed except that "except by variance of the City Counci�" be added for the reason that a related person could have a very specialized talent and could be of value to the City. Mayor Van Nest stated that he is not as concerned about re�ated emp�oyees as he is of the Council ' s involvement but that staff is concerned about any related person, that everybody should be included. Butler stated that the original policy was designed for employees but that it should also apply to the City Counci� . In places where it is stated "employees" it should also include appointed and elected personnel. Mayor Van Nest stated that that could be handled by a definition section at the be- ginning of the document. (Continued)
