REGULAR MEETING OF THE ORONO COUNCIL, NOVEMBER 9, 1981 Page 11 <br /> Mayor Van Nest discussed a bill that is pending MAYOR' S REPORT <br /> before the State Legislature. The bill involves <br /> education, non-public schools. The two points he <br /> brought out in the billwere, (1) To require all <br /> non-public schools to report to the public school <br /> superintendent in the district which that non-public <br /> school is located a series of things; Names, addresses <br /> of both students and teachers. The complete curriculum <br /> and all sorts of important information. (2) That all <br /> non-public schools must hire only Minnesota licensed <br /> teachers . <br /> The real problem with this law is there is no method <br /> in the proposed law of excluding any non-public schools <br /> from this bill that are accredited with an accepted <br /> .non-public school certifying agency. <br /> It was felt that the laws intent was to attack the <br /> families that are removing their children from the <br /> public school system and educating them at home. <br /> Also, an attempt to attack some Christian schools <br /> that are removing them from the public school systems <br /> and teaching in facilities without adequate personnel <br /> and curriculum. <br /> Mayor Van Nest move�,Butler seconded, to authorize <br /> the City to draft a letter expressing our disagreement + <br /> with a law that would require these regulations to <br /> schools that are accredited by acceptable non-public <br /> school certifying agencies. Motion, Ayes (4) -Nays (0) <br /> � <br /> Mayor Van Nest began the discussion concerning ADMINISTRATIVE POLICY r� <br /> clarifications for the personnel polic_y for the <br /> City of Orono. <br /> Councilmember Butler stated that she had put <br /> together "some words" for consideration of the <br /> City Council . But�er felt that the words "or <br /> volunteer work" should be included in Section LIII <br /> Employment of Related Persons , page 24 . Mayor VanNest <br /> agreed except that "except by variance of the City <br /> Counci�" be added for the reason that a related person <br /> could have a very specialized talent and could be of <br /> value to the City. Mayor Van Nest stated that he is <br /> not as concerned about re�ated emp�oyees as he is of <br /> the Council ' s involvement but that staff is concerned <br /> about any related person, that everybody should be <br /> included. Butler stated that the original policy was <br /> designed for employees but that it should also apply <br /> to the City Counci� . In places where it is stated <br /> "employees" it should also include appointed and <br /> elected personnel. Mayor Van Nest stated that that <br /> could be handled by a definition section at the be- <br /> ginning of the document. <br /> (Continued) <br />
