' . , Page 28 <br /> Zmmediately prior to the meeting of the P�iWCC commissioners, I <br /> spake with Sal Adams concerning Orono ' s objectives. There- <br /> after, I called Bob Searles and stated there was no need for <br /> him to attend. Immediately prior to the meeting I met with <br /> Sal Adams and Richard Dougherty, administrator of the MWCC, <br /> and he stated to me that he would be willing to recommend <br /> that the 201 Plan be amended to show an upgrading of the <br /> Maple Plain plant during the next five years to remove the <br /> phosphorous, to �imit the infiltration and inflow, and to <br /> delay any decision on whether or not to upgrade the plant <br /> , further and/or construct an interceptor until 1986 . I told <br /> him that that was acceptable. � <br /> I stayed for the presentation to the MWCC to make sure that <br /> this understanding would be read into the record. During <br /> • the presentation on the 201 Facilities Plan, in regard to <br /> Maple Plain, Dougherty said basically as follows : <br /> "In regard to the Maple Plain plant and the preferred <br /> recommendation of the consultants to construct an <br /> interceptor from Maple Plain to Long Lake, this <br /> recommendation should be changed and any action of <br /> this sozt will be placed in Class B category. <br /> (Class B category is a category of decisions not to <br /> be made until 1986 . ) After reviewing the results of <br /> the NPDES reports, we have more important needs. We <br /> can delay any decision on the Maple Plain plant, but <br /> there should be some Class A efforts (commitments <br /> immediately started in 1981) . To get the City of <br /> Maple Plain to undertake an T & I Study because there <br /> is a considerable amount of infiltration and an <br /> excessive amount of inflow. The city must do its own <br /> I & T study'and thereafter must reduce the infiltration <br /> and inflow at their own expense. It is their respon- <br /> sibility. The plant generally provides excellent <br /> treatment. I believe that any problems at the plant - <br /> are due to failures and can be solved. We will modify <br /> the plant now for phosphorous removal as we did in <br /> the cities of Stillwater and Cottage Grove at very <br /> little cost. Stillwater is now one of our best <br /> plants after modification. In 1986 , we will then <br /> decide whether or not to replace or upgrade the plant <br /> or to replace it with an interceptor or to make <br /> further improvements. " <br /> It is my understanding that the ��iWCC has tabled any action <br /> on this matter until the next meeting which is April 15, 1980 . <br />
