Bob Searles stated he would be <br /> available to appear the next day and testify on behalf of <br /> Orono if I wanted him to do so. <br /> Thereafter, I spoke on several occasions to John Tomaselli, <br /> who is the 201 Facilities Plan P�anagement Coordinator , and <br /> explained to him all of our objections . fle stated he had <br /> assumed that all of our prior objections, had been satisfied <br /> because the P�IWCC had amended its recommendation to provide <br /> for a force main interceptor instead of a gravity interceptor <br /> across rural Orono. I indicated to him that the city objected <br /> to the construction of any interceptor for the reasons outlined <br /> previously in the P4arch 6, 1980 letter. I told him that <br /> although we had asked for answers to several questions from <br /> the PCA and the MWCC, the answers had not been given to us <br /> and therefore we felt that our substantive and procedural <br /> due process rights were being denied. I informed him that . <br /> based upon the facts available to us to date, it is the <br /> city' s position that we will do anything to prohibit the <br /> construction of the interceptor because of the adverse <br /> effect it will have on the environment and land use policies <br /> of the City of Orono. <br /> Tomaselli was very upset that there had not been a previously <br /> scheduled meeting with the MWCC, PCA, Met Council and Orono <br /> staff. He indicated a willingness to postpone any action on <br /> that portion of the plan having to do with P4aple Plain. He <br /> stated that the federal government will not fund a pipe that <br /> induces any growth, and will fund only if the pipe takes <br /> care of an existing pollution problem. He stated that he <br /> will be glad to design the pipe in any way to guarantee that <br /> it cannot be used for expansion. I indicated to him that <br /> unfortunately once the pipe is in the ground, those s�rt of <br /> guarantees are not effective. <br /> I also called Sal Adams, who is the chairperson of the MWCC, <br /> but was not able to get together with him until immediately <br /> prior to Thursday' s meeting. <br /> On Thursday morning, April 3, 1980, I met with John Tomaselli , <br /> Ray Odde, Ray Payne and Paul Deitz of the MWCC to explain my <br /> objections and to ask for the tabling of that portion of the <br /> plan relating to Orono. At that time, Tomaselli said he <br /> would make the staff recommendation that the action be <br /> tabled until after the staff ineeting scheduled for Monday. <br />
