_ ' Page 2 9 <br /> ' : <br /> I did not attend the staff ineeting of Monday, April 7 , 1980 . <br /> Mayor Van Nest and Dick Benson did attend that meeting. <br /> Dick just informed me that at that meeting, the PCA staff <br /> said that they wou�d not agree with Dougherty' s prior <br /> recommendations and that the interceptor should be built <br /> immediately. The PCA staff said that no EPA funds would <br /> be allocated for the Medina-Orono Bypass unless the Bypass <br /> were built with sufficient flow capacity for the Maple <br /> Plain plant. Larsen of the PCA stated there is no permit <br /> for the Maple Plain plant and it therefore must be removed <br /> from the system now. "The plant is inoperable. " <br /> Apparently the MWCC staff supported the PCA' s positions . <br /> The PCA and NiWCC staff said that otherwise the City of Orono <br /> and City of Medina would have to fund the project with local <br /> money. It was reported that the 1980 EPA money was frozen, <br /> and that the City of Medina could apply for 1979 funds if <br /> the Bypass were oversized for the Maple Plain flow. <br /> The Mayor and Dick outlined all of the City' s objections to <br /> the interceptor. <br /> The Mayor, Dick and I will meet this Thursday to review the <br /> City' s next steps which will probably be as follows : <br /> 1. Draft and send a comprehensive letter to all MwCC <br /> commissioners and MWCC, PCA and Met Council staff <br /> outlining our objections . <br /> 2. Lobby our MWCC and Met Council representatives, <br /> Sal Adams, Bob Searles, and George Pillsbury. <br /> 3. Prepare for and attend the MWCC meeting on the 201 <br /> Plan scheduled for Tuesday, April 15, 1980 at 2 : 00 p.m. <br /> ..� <br /> ,+�:;; <br /> At that meeting, i suggest that the Mayor read into the record � <br /> our objections and that I be available for any legal arguments . <br /> Hopefully, Bob Searles would be available for testifying <br /> from written materials, if necessary. <br /> I just spoke with John Thomaselli, MWCC project manager for the <br /> 201 Plan. He said he was surprised to hear from me that the PCA <br /> staff would not accept Dougherty' s recommendations and stated <br /> that he would investigate the matter immediately. He assured <br /> me that he had told his staff inembers, who were to attend <br /> the April 7 meeting, to listen only and report back to him. <br /> Thomaselli stated that the PCA has the power to deny al1 or <br />
