This is a complete code <br /> providing enforcement and educational tools to improve <br /> fire safety in Orono. <br /> ADDITIONS <br /> The State Fire Code provides explicit authority for <br /> riunicipalities to add to or amend the code to better <br /> address local needs, special conditions, special <br /> hazards, and fire protection capabilities. There- <br /> fore, in additon to the basic code, I recomr.►end <br /> additions to our ordinance to regulate flammable <br /> lic�uid storage, LPG storage, and fire�aorks permits. <br /> The following options are presented for discussion <br /> purposes. They will be rewritten into ordinance form <br /> upon Council approval of the level of performance <br /> desired. These provisions can be added to the <br /> basic code upon adoption or at a later date. <br /> F I REt�70 RK S <br /> Ordinance No. 108, adopted in 1969, provides for <br /> fireworks control via permits issued by the Police <br /> Chief. The language is almost exactly the same <br /> as in Fire Code Article 12 except that in the Fire <br /> Code, the Fire Chief issues the permits. <br /> I recommend that the proposed Ordinance repeal <br /> Ordinance No. 108 and amend Fire Code Article 12 , <br /> Section 12. 102b to continue the issuance of fireworks <br /> permits by the Orono Police Chief, with notice given <br /> to the Fire Chief whenever a permit is issued. <br /> FLAP'Ii'iABLE AND COr'IBUSTIBLE LI�UIDS <br /> The Fire Code provides performance standards for - <br /> storage, handling and use of flamr,iable and combustible <br /> liquids including a wide range of products beyond <br /> just gasoline and fuel oil (oil-based paint, duplicator <br /> fluid, cleaning fluids, etc. ) . <br /> Factors to keep in mind: all flar,imable liquid is <br /> dangerous and must be handled carefully; burning <br /> is extremely rapid; vapors are expiosive; liquids <br /> and vapors flow leading to flashover fire or explosion <br /> of large areas at one time; empty containers are as <br /> much or more hazardous than full containers; the <br /> larger the quantity in one place, the greater the <br /> potential hazard: underground tanks are safer <br /> thai� above ground tanks (vapors, fire impingement, <br /> physical damage) . <br /> (Continued) <br />
