Frank Routson, 280 Leaf Street, was not FRANK ROUTSON <br /> present at this tirne, concerning his preliminary 280 Leaf Street <br /> plat. <br /> Mr. Alan Olson, City Planner, entered into the • COiJDITIONAL USE PERMIT <br /> record the following concerning a conditional use 3502 Shoreline Drive <br /> permit for Lowell Zitzloff, 3502 Shoreline Drive, #415 <br /> dated August 9, 1978, which states : Lowell Zitzloff <br /> The applicant is requesting permission to operate <br /> an auto parts supply store in the vacant McCharles <br /> building at this location. The business is stated <br /> as being primarily wholesale in nature with limited <br /> retail trade. <br /> The property is zoned B-5, Limited Neighborhood <br /> Business District. The property is 13, 450 sq. <br /> ft. in area and 100 ft. wide. The B-5 District <br /> provi.des for certain "permitted" and certain <br /> "conditional" uses, but auto parts is not specifically <br /> listed in this or any other district. The last use <br /> of this building was for a retail/manufacturing <br /> outlet for redwood burl products. This use was <br /> approved by the Council on April 26 , 1976 . At <br /> that tine, the property was zoned B-4 , Office and <br /> Professional Business District. <br /> Review of this application must include a determin- <br /> ation of the suitability of this proposed use with- <br /> in this use district. Side issues include traffic <br /> generation and parking requirements , outdoor <br /> storage, if any, and a general cleanup of the <br /> debris, old boats, etc. , existing on the property <br /> today. The City Engineer and Hennepin County <br /> Department of Transportation have been asked to <br /> review the traffic controls and access delineation. <br /> Planning Commission P4eeting - August 14, 1978 <br /> Work Session. Mr. Zitzloff and building owner, <br /> Rod McCharles, were present. Mr. Zitzloff <br /> explained his business to the Planning Cor.unission <br /> saying this store would serve his local area <br /> customers. There would be 2-3 employees and one <br /> delivery truck based here. Planning Cornmission <br /> discussed major concerns with traffic and parking <br /> and indicated that sor.le curb-cut work will be <br /> required as a condition of approval. Mr. Zitzloff <br /> is to return with a site plan showing parking, � <br /> access, and any intended landscaping plus a floor <br /> plan of the store itself showing retail/wholesale <br /> floor space divisions. <br /> (Continued) <br />
