The last <br /> appearance was at the January 16, 1978 meeting. <br /> The staff has new information in hand as of this <br /> date. <br /> Planning Commission P�eeting - .May 22, 1978 <br /> Russ Baumgardner, Association member, and Dewey <br /> Lindsay, dredger, were present to discuss revised <br /> proposal. In essence, the proposal includes <br /> a dike system expected to contain three weeks of <br /> dredging capacity with no more than 15$ discharge <br /> into the marsh. The marsh outlet (culvert) will <br /> be completely blocked until the marsh water <br /> quality is tested as equal to or better than the <br /> lake water quality. The dredge grocess itself <br /> is horizontal auger incapable of removing solid <br /> matter. A£ter lengthy discussion, Planning <br /> Commission recommended (five for, two against) <br /> approval of dredging and this particulax method <br /> ' o� spoils disposal; the dredging being beneficial <br /> to the lake and the property owners and the FWBI <br /> testing of water quality being a unique scientific � <br /> opportunity to study this process. Approval <br /> subject to all other agency permits and regulations. <br /> Staff Note - June 7, 1978 <br /> Discussed status of project with Roy Shultz of <br /> the DNR who noted _that they had a fisheries <br /> department report indicating an active spawning <br /> aXea in Lafayette. Bay. that may a£fect the DNR' s <br /> review of this perr.iit. Indications are that the <br /> channel is not involved but contrnls may be <br /> iriposed on disturbance of adjoining lake bottom. <br /> Council r4eeting - June 15, 1978 <br /> 2�Ir. Alan Olson also commented that the DNR have <br /> not completed their review. <br /> The lZinnehaha Creek Watershed District advised me <br /> that a revised apglication was su�imitted to them <br /> for an additional 90 feet of dredging. <br /> I have received a $3,000 letter of credit to <br /> quarantee campletion of the project. <br /> Mr. Earl Sween was present to discuss the <br /> application.
