We expect that the West Lafayette Bay Association <br /> will foot the bill to lime and landscape the <br /> spoils area by seeding and planting suitable <br /> trees after the project is completed_ <br /> I feel that the plan as set forth by Psr_ Plovak is <br /> ideal only because of the suitability of the <br /> dredging site, and because the wetlands can be <br /> used as a holding pond to ensure no contamination <br /> of Lake Minnetonka from this dredging activity. <br /> During out studies on nutrient release from the <br /> spoils area we would also take the opportunity <br /> to examine runoff from Navarre (i.e_ the Super <br /> Value parking lot) . We could examine both lead <br /> and oil contamination of the Institute wetlands <br /> while it is sealed off as a holding pond. This <br /> study will give us an idea of the sources of <br /> pollutants resulting from urban development of <br /> a small community such as Navarre. <br /> End of letter <br /> P�r. Novak also presented a map of the spoils <br /> disposal area with seven inserts scaled to <br /> indicate the rise in elevation resulting from <br /> the spoils as they are deposited over a seven <br /> day cycle period_ <br /> After a lengthy discussion, the Commission tabled <br /> the issue far lack of time to review the latest <br /> documentation submitted. They also requested a <br /> more specific detailed schedule of procedures <br /> and precautions taken during the project.. <br /> After the tabling action by the Commission, the <br /> Association representatives requested the Commission <br /> for a consensus of opinions regarding the disposal <br /> project if all necessary documentation were sub- <br /> mitted. This request was to assist the Association <br /> in determining whether they should proceed with <br /> submitting necessary applications with all other <br /> agencies. <br /> Although a vote was not takenr it appeared that <br /> the majority of the Commission were not opposed. <br /> Planning Commission - February 6, 1978 <br /> Mr. Russ Baumgardner, a member of the Association, <br /> was present. The Zoning Administrator explained <br /> _ that no additional data had been submitted to date. (Continued) <br />
