Alan Olson <br /> read into the record the recommendations of the <br /> County Highway Engineer concerning the access <br /> location wherein he recommended a possible alternate <br /> access location along the north property line <br /> which location would provide better site distances <br /> than the proposed location, but that the proposed , <br /> location would be acceptable. The public hearing <br /> was closed at 7: 47 P.r7. Thereafter, the Planning <br /> Corunission discussed the plat. Mr. Hammerel noted <br /> that it was not feasible to move the road as the <br /> County had requested. Mr. Frahm had questions <br /> concerning Lot 7 and the drainage ditch along it, <br /> v�uestioning whether or not this was a buildable site. <br /> After further discussion, the Planning Commission <br /> recommended approval of the preliminar�� plat subj�ct <br /> �o the follow�ing �tems:, �� nlatting of the •road and <br /> drainage easements as outlots, completion of a <br /> developers agreement for the road and drainage <br /> construction, removal of existing driveway when the <br /> new road is created, completion of septic system ' <br /> testing prior to final plat approval, payment of � <br /> the park dedication fee, and other normal considerations. <br /> Staff Report - May 8, 1978 <br /> Received written recommendations from the County <br /> Highway Department. Received some soil boring <br /> information from P'Ir. Whitney and the Hennepin Soil <br /> and �9ater Conservation District Soils Piap. The <br /> soil boring information was done for construction <br /> purposes and not septic system testing and no <br /> percolation tests have been done. Brief staff , <br /> review of the soil map indicates that there may be <br /> some problems on certain lots particularly there <br /> are siting problems to locate any new septic systems <br /> in acceptable soils. Lot 2 has a very limited area <br /> of acceptaY�le soils indicated on the map; Lots 4 & 5 <br /> have acceptable soils only on the high end necessitating <br /> design of spetic systems in what would normally be <br /> the front yard and perhaps pumping effluent to those <br /> systems. Lot 7 is perhaps the most restrictive site <br /> ln that only a small area indicates acceptable types <br /> with a rather large area of hamel loam along the <br /> drainage way on the western side of the site. Staff <br /> would definitely recommend more complete septic syster.l <br /> testing of this subdivision prior to final approval. (Continued) <br />
