Alan Olson, City Planner, entered intd the r1AVARRE DRIVE-IN THF.ATRE <br /> record the following report concerning the <br /> Navarre Drive-In Theatre dated February 15 , 1978, <br /> cvhich states: <br /> The 1978 license application has been received <br /> for your review. <br /> The 1977 license was approved with conditions on <br /> P4arch 28, 1977. Complaints ensued after the <br /> theatre opening causing a special public hearing <br /> to be held May 24, 1977 and thereafter a special <br /> Council meeting held i4ay 26 , 1977 where Resolution <br /> #790 was adopted. An additional public hearing <br /> was held on June 13, 1977 when �esolution #790 <br /> �vas extended. A third public hearing was held <br /> October 24 , 1977 at the close of the season. <br /> Throughout these r.ieetings , many of the same <br /> corlplaints were heard regarding contxol of patrons <br /> an� control of access. At the last rteeting, the <br /> theatre owners indicated a possible chanqe in land <br /> use to a residential development. Pdo sp�cific <br /> action was directed at that time due to the possibility <br /> of the theatre not reopening. <br /> Since last fall, the City staff has had no further <br /> contact from the property owners regarding any change <br /> in land use. The theatre license application would <br /> tend to indicate that the other plans have been <br /> set aside. <br /> If the theatre is to be relicensed, the lists of <br /> previous requirements speak for themselves. The <br /> one physical requirement that has never been met . <br /> is that of fencing the perimeter for control both <br /> during the shows and when the area is closed. <br /> Documents in the record show that the City has <br /> been requesting a fence since at least 1970. . <br /> The Council may wish to hold a new public hearing, <br /> to i�sue the license for a temporary time to there- <br /> after review the operation or to withhold issuance <br /> until any required conditions might be accorlplished. <br /> Council r�eeting - February 23, 1978 <br /> Applicant has requested tabling until P�arch 16, 1978 <br /> because they could not attend this meeting. <br /> Council P'Ieeting - P�tarch 16, 1978 <br /> Staff reviewed application and actions of the past <br /> year. P4el Lebewitz was present for the applicant <br /> and he indicated that present intentions were to <br /> �pen the theatre, although development of the property <br /> aas not ruled out. <br /> (Continued) <br />
