Kempf, President <br /> ! <br /> � North Star Marina, Inc, has been in the process of developing an improvement � <br /> � plan which it was hoped would be economically practical for us and would be <br /> acceptable to Orono. It was our opinion that Mayor Brad Van Nest and City <br /> � Manager, Richard Benson shared our hope that a "working together" relationship <br /> � could be developed. We were proceeding with our plans on that basis. <br /> � Ordinance 194 was passed without any advance notice, no consultation with <br /> marinas, and without a public hearing. It was being developed while we were <br /> � discussing a "working together" relationship with the Mayor and City Manager. <br /> • It is our hope that these discussions will continue. However, Ordinance <br /> . 194 is so far reaching, appears to impose severe impact on current operations <br /> and raises so many uncertainties about future development, that clarification <br /> will be required before we can proceed further with our plans. <br /> f <br /> Mayor Brad Van Nest, by his letter of June 3, 1977 to Mr. David N. Cochran, <br /> Chairman of the Minnehaha Creek Watershed District, submitted all of the facts <br /> � relating to our application for dredging and rip rap permits for Watershed <br /> District review and action prior to a final determination by the Orono Council . <br /> • This was considered by .the Minnehaha Creek Watershed District at meetings on <br /> • Thursday, June 16, 1977 and on Thursday July 21, 1977. At the July 21, 1977 <br /> meeting our plans for dredging and rip rap were unanimously approved as <br /> � submitted. Since then the Department of Natural Resources has also approved <br /> our plans and issued its permit. <br /> � <br /> Planned dredging and rip rap are vital to any plan that is finally agreed <br /> • upon, Because of accumulated siltation over the years and the low water <br /> level at this time it is critical to our harbor operations that this work <br /> • be done at once. <br /> � For these reasons we respectfully hope that you will approve our application <br /> � at this meeting. _ <br /> • <br /> • <br /> • . <br /> � � <br /> • <br /> � BOATS � MOTORS • CHARTER 8.
