The Orono Comprehensive Zoning <br /> Code does not allow in the rural service area any permit�ed <br /> or special Lse that would require the installation of <br /> sani�ary sew�rs or o�her levels of ���unic�pal services <br /> �sually p�-ovided in ur��nized com�uniti_es . <br /> 5. The sou�_1,ern hali of the City of 25edina is also within the <br /> La};e P�innetonka watershed. and, for the most part, this <br /> �+atershed drains tnrough the City of Orono before entering <br /> ?ake i�inneLonka. The Orono Council feels that the establish- <br /> • ing of any permitted or special use for large urbanized <br /> sLructures the magnitude of an area-wide Vo-Tech School that <br /> ,� requires �h e installation of saniLary sewers , additional <br /> . �ransportation routes , and urbanized levels of police �nd <br /> -� fire service within the rural service area,would be <br /> detrimental to the Orono Comprehensive Guide Plan. <br /> � <br /> • Ir-ipact Affecting Metro olitan Council Regional Planning. ' <br /> � 1_ At the present time, the 2�Setropolitan Council and the 189 <br /> �unicipalities located within the �:�etropolitan area are <br /> � involved in a three-year process of reevaluating and develop- <br /> ing comprehensive guide plans as required by the Land Plan- <br /> � ning Act established by the State Legislature in 1965_ <br /> The Land P1_anning Act developes a process whereby each <br /> � co����unity must evaluate its long-range neFds for develop- <br /> � ment within the metropolitan area. The City of Orono would <br /> feel that this proposed amendnent to your RA zone would <br /> � grant a property right that �nay be difficult to remove in <br /> the future, even if in the development of your comprehensive <br /> � guide plan, it can be de�onstrated that this land use would <br /> be detri���ental to the long-range goals and poli_cies of the <br /> City of Medina. It would seer.� more sensible to delay any <br /> , such decision until such t�e that the Medina Comprehensive <br /> Guide Plan has been developed and approved by the Metro- <br /> politan Council. <br /> � <br />
