It is our understanding that the Medina City <br /> Council is considering a change to its ZA zone that would allow <br /> ' for an area-wide Vo-Tech School as a special use. It is also our <br /> understanding that if this a1T,end,-�ent is made to the RA zone, it <br /> ,� would give any land owner within that zone the right to use his <br /> land for an area-wide Vo-'I'ech School unless the City of Medina <br /> � could de,.ionstrate that the establishment of an area-wide Vo-Tech <br /> School would be detrimental to the ptzblic health, safety and <br />'� welfare. The Orono Council feels that this amend.,-nent, if adopted, <br /> � would grant a substantial .property right to all land owners within <br /> the RA zone without adequate control and safeguards that could <br /> � have a substantial impact on the future planning of your City. <br /> The Orono Council also feels that this proposed amendment to your <br /> � zoning cooe could have great affect on neighboring cities , as <br /> well as a proiound i�:��act on the regi onal pl anning of the 1-ietro- <br /> � politan Council. 1 <br /> '� Ir.�pact to the City of Orono as an Adjacent Communi�ty: <br /> � l. The City of Orono has adopted a Comprehensive Guide Pl�n <br /> which has bzen implimented by the adoption of a Comprehen- <br />"'� sive Zoning Code, which has as one of its underlying goals , <br /> � the protection and preservation of Lake Minnetonka. <br /> ` 2. The engineering studies that have been conducted on L�ke <br /> 2�innetonka indicate that its major source of pollution <br /> f today co�es from the phosphorous content contained in the <br /> � storm water runoff from its watershed. These studies further <br /> indicate that the level of phosphorous content in the stortn <br /> • w�ter runoff increases as the land use within t�e watershed <br /> becomes more densely used through higher levels of urbanizatic <br /> � . <br />
