This review is <br /> similar to an environr,�ental impact sta�ement that can be <br /> requested by co,�ununities and groups of residents pertaining <br /> i to any deve�opment plans that may have an adverse impact <br /> on local or regional policies. Although the Metropolitan <br /> S�gniiicance regulation had not been finally adopted, the <br /> proposed draft does cle�rly state the reasons for which a <br /> 2�etropolitan Significance Review could be conducted. A <br /> proposed develop.�ent the ,��agnitude of an area-wide Vo-Tech <br /> School would easily fall within the requirements for which <br /> a Netropolit�n Significance Review covld be conducted_ It <br /> would seem unwise for the Ci�y of Medina to grant a property <br /> ' right �oday that would be subject to a i•Setropoli�an <br /> Significance Review prior to construction. <br /> 3. The j^7aste Nanaoement Plan, as adopted by the ?��eLr_opolitan <br /> Council ,does not include metropolit�n seker interceptor <br /> - ca�aci�y Tor the City of riedina , • at the pr�-sent ti�e. The <br /> plan also states that the metropolitan interceptor capacity <br /> will not be provided for the City of 2�edina for at least <br /> the next thirteen-year period. This major transpor�ation route <br /> � would be the metropolitan link to the rural lands of Orono <br /> - and the sou'-�..hern half of 2�ledina that is necessary be�ore <br /> ! our cities could urbanize. It would seem unwise to grant <br /> a property right today that would allow the construction <br /> oi a iacility that would reauire improvements to the <br /> transportation network that will not occur for at least the <br /> next twenty years. � <br /> � The City of Orono understands that this public hearing is for the <br /> p�rpcse of considering �n amendment to your zoning code and not for <br /> Lhe cor.sideration of a propesed Vo-Tech School to be construc�ed on <br /> � �he southern border of Medina_ The Orono City Council, however, would <br /> • li};e to point out that we were requested on Nove��nber 8, 1976, by the <br /> Joint Independence School District a287, for sewer .service to its <br /> proposed West Site Campus located ir:�T�ediately north of County Road <br /> r6 in 2ledina. This request ior sewer service kas in direct conflict <br /> with Orono' s Comprehensive Guide Plan, its Conprehensive�_Zoning Code, <br /> � �nd its Comprehensive Sewer Plan. In considering this November 8th <br /> request by Vo-Tech, the Orono Co��cil spent considera}�le time <br /> investigating the Vo-Tech proposal and its iunpact on the comprehensive <br /> planning of Orono.
