� . <br /> � MINUTES OF A COUNCIL MEETING HELD DECEMBER 4 , 1974 Page 37 <br /> � <br /> affects that commercial activities would have on <br /> adjacent residential properties and on the lake. <br /> � These adverse economic affects have been illustrated <br /> time and time again by the residents who have <br /> � appeared befo�e the council and by the village <br /> assessor who has reported to the staff and council <br /> r in the past that the nearby residential property <br /> • suffers a great diminution in value because of <br /> the presence of a B-2 operation. Moreover, the <br /> � village Council in the past did not know the extent <br /> of the adverse affects that were caused by the <br /> � sotrm water run-off directly into Lake Minnetonka <br /> without first having been purified. Moreover, <br /> � at the time the original adoption of the B-2 <br /> zones, there were very few boats on the lake and <br /> � there were no problems with boat density or boat <br /> ! congestion. Recent studies have shown that Lake <br /> Minnetonka can no longer be used by the citizens <br /> i around the lake and by those people who are <br /> commercially storing their boats for use at the <br /> � Marinas if additional development of these B-2 areas <br /> is allowed, with the resulting increased boat <br /> � density. All the reports point to the fact the pres- <br /> sure on the lake presently is too great and that <br /> � increased boat density must be curtailed and, <br /> • in some cases, ameliorated. Moreover, at the <br /> time of the enactment of the original B-2 amendment, <br /> � the entire area of Orono had not been developed for <br /> residential purposes to the extent that it is <br /> � now developed. The northshore drive along and <br /> servicing this B-2 area to be rezoned was at one <br /> � time more than adequate for the traffic loads in <br /> the area. However, now due to the increased develop- <br /> � ment in. the area and to the increased traffic <br /> . loads generated by the present B-2 uses in that <br /> area, the northshore road is totally inadequate <br /> � for the present traffic loads. It should be <br /> noted that this B-2 area is basically located <br /> � on an island serviced by 3 small bridges. The <br /> areas that are immediately to the east of the <br /> � area to be rezoned are presently developed as <br /> residential properties, the area immediately to <br /> � the south is presently developed as residential <br /> • properties , the area to the west of the present <br /> B-2 zone has been residentially developed also. <br /> � The present B-2 zone is a pocket of commercial <br /> activity on a penninsula serviced by the long <br /> � narrow residential road and is surrounded by a <br /> residential community. This was not the situation <br /> � years ago when the B-2 zones were originally <br /> created. The Harza Study and the Surface Water <br /> � Management Plan all indicate that intense <br /> ��evelopment of this type near a lake results in <br /> an increased pollution of the lake water.
