This pollution is deletarious to the <br /> � health, safety and welfare to the people of Orono. <br /> Moreover, it leads to the destruction of the <br /> � environmental asset which is of inetropolitan <br /> . significance. The Metropolitan Council has <br /> reviewed the Comprehensive Plan and has acknowledged <br /> � that this is the case, that Lake Minnetonka must <br /> be protected from commercial , industrial and dense <br /> � development which will otherwise result in its <br /> destruction. <br /> � <br /> The Council at this time reviewed the Special B-2 <br /> � Committee Report dated November 2 , 1974 , and the <br /> . addendum thereto dated November 31 , 1974 , and <br /> adopted the report and the facts and figures <br /> � of the other reports incorporated therein. Mayor <br /> Searles and Councilman Paurus reviewed the <br /> ` report and highlighted those reasons set forth <br /> therein which indicated that a rezoning is <br /> � mandatory in this area. <br /> � Mayor Searles summarized the discussion by <br /> • stating that in recognition of the foregoing, <br /> in order to balance and better regulate the <br /> � shore land uses for both public and private use <br /> of the waters of Maxwell Bay and of Lake <br /> � Minnetonka, the Council recommended that the village <br /> support the reduction and the multiple dock lengths <br /> � in accordance with LMCD Ordinances, and that the <br /> present B-2 area east of the Northstar Marina be <br /> � rezoned to a residential classification, LR-1C-1 <br /> • in order to protect the use of the lake and Maxwell <br /> Bay, especially, for the present and future <br /> � generations , in order to provide a buffer zone <br /> between the present B-2 operations and the <br /> � residential zone immediately adjacent thereto. <br /> Moreover, the Council recommended the screening <br /> � and restoration provisions as set forth in the B-2 <br /> Committee Report as previously discussed and adopted <br /> � as part of the proposed zoning amendment. The <br /> • Council and Planning Commission recommended that <br /> a new marina lincesing and ordinance be drafted <br /> � which would set forth provisions mandated by the <br /> Comprehensive Municipal Plan and which have been <br /> � previously discussed with the Planning Commis- <br /> sion and Council. In addition to the parking <br /> � requirements which have previously been discussed, <br /> the council recommended that in each of the B-2 <br /> � districts there be created lakeshore land land- <br /> �scaping areas of a depth that is equal to at leas� <br /> l00 of the average lot depth, but in no case shall <br /> � be less than 25 feet and no more than 75 feet.
