� <br /> � MINUTES OF A COUNCIL MEETING HELD DECEMBER 4 , 1974 Paqe 28 <br /> That property noted as L-5 was next discussed by AREA L-5 <br /> Mr. Va�- Nest. That area is presently B-1 commer- B-1 to LR-1C <br /> cial and will be rezoned to LR-1C, 1/2 acre <br /> residential. The area is contiguous to a presently <br /> developed residential area to the north and is <br /> contiguous to property to the south which will <br /> be rezoned to LR-1C, 1/2 acre residential also. <br /> It was noted that at the time of the original <br /> zoning of this property the road that is on the <br /> south side of the property was the main road <br /> from the east of the village to the west of the <br /> village. At that time it made sense to have <br /> this property zoned commercial since it would <br /> be contiguous to a major traffic artery. How- <br /> ever, years ago the road was terminated so that <br /> now it is a dead end road and is not part of a <br /> through traffic pattern. The property to the <br /> south of this property is open vacant property <br /> and the subject property itself is vacant except <br /> for the use of a small section of the property <br /> as a church and a small section of the property <br /> has vacant buildings on it. It was noted that <br /> because there was no adequate road access to it <br /> it could never be used for commercial purposes. <br /> If commercial purposes were allowed to be developed <br /> on the property, it would result in a blight and <br /> have deleterious effects to the residential <br /> properties located to the north of the subject ��i- <br /> property. Moreover, any of the roads in that <br /> area if used for commercial purposes would be <br /> inadequate for same and would result in traffic <br /> hazards and dangers to the children and <br /> residents in the area. Moreover, the majority <br /> of this land is now in use as 1/2 acre residential. <br /> Development of that area as a commercial use would <br /> result in additional atorm water run-off directly <br /> into Lake Minnetonka. The use of the property <br /> would be ideal for residential since it is located on a <br /> street which �s inadequate for any other use, <br /> it would then be part of an entire residential community <br /> located to the north of County Road 15. Moreover, <br /> it would blend in perfectly.:��th�the residential <br /> communities which are located to the east of the <br /> Navarre area in Minnetonka Beach. The City Council <br /> stated that the most appropriate land use for this area <br /> would be the L�-1C use and that such a use would be <br /> compatible with the uses in the area and would allow <br /> for a buffer zone between the County Road and the <br /> residential community to the north. Council members <br /> reiterated that increased development in this area <br /> would necessitate redevelopment of the entire road <br /> network. The redevelopment of the road network is <br /> virtually impossible because of the topography and the <br /> location of this area on this island. <br />
