MINUTES OF A COUNCIL MEETING HELD DECEMBER 4 , 1974 Page 29 <br /> The discussion then shifted to that parcel of prop- Area M, N, I <br /> erty noted as area M and that parcel of property to-LR-1C-1 and <br /> noted as area N. The two properties were discussed B-1-to-LR-1C-1 <br /> together because members present felt that they <br /> were similar in nature. The property marked M will <br /> be rezoned from industrial to LR-1C-1, 1/2 acre <br /> residential with a provision for additional <br /> d��si�y' cr�d�ts. The area marked as N is <br /> ' zoned as B-1, commercial and will be rezoned to <br /> LR-1C-1, 1/2 acre residential. It was noted that <br /> the area marked M was originally zoned industrial <br /> , for specific use that was planned several years <br /> ago. However, the property has never been used <br /> for industrial use and has remained vacant. More- <br /> over, during that interim period, the City Council <br /> and Planning Commission have learned more about <br /> the deleterious effects of increased storm water <br /> run-off and the effects that it has upon the <br /> quality of the water in the area and the quality <br /> of the water in Lake Minnetonka. Moreover, during <br /> that interim period, the City Council and Planning <br /> Commission have learned more about the deleterious <br /> effects of increased storm water run-off and the <br /> effects that it.dhas �u�bnr�he quality of the water <br /> in the area and the quality of the water in Lake <br /> Minnetonka. Moreover, since the adoption of the <br /> original zoning code affecting this property, the <br /> entire residential area has been developed to <br /> such a point that the roads in that area are <br /> inadequate for residential use, and very inadequate <br /> for increased industrial or commercial use. Any <br /> development of the property in the area known as <br /> M & N as an industrial or commercial site would <br /> result in increased traffic loads on County Road <br /> 15 which cannot be sustained by that road. More- <br /> over, such increase in traffic would result in <br /> dangers to the children in the residential <br /> communities and to the children attending the <br /> Elizabeth Gardner School which is located on <br /> property directly south of the property which is <br /> presently zoned commercial and industrial. The only <br /> adequate access for this property other than on the <br /> residential roads is on County Road 15. County <br /> Road 15 cannot handle additional traffic especially <br /> during the morning and late afternoon hours when <br /> the majority of traffic for those sort of uses <br /> are generated. The present use of the property <br /> marked as M & N are as follows: there is one <br /> residential house, an abandoned storage business , <br /> two vacant lots, an open drive-in theatre, an <br /> additional residential house on property known as <br /> N, an old gas station, and a large marsh area <br /> located in areas known as M & N.
