It was noted that the safety <br /> and welfare of the children in the area would be <br /> �promoted by rezoning the property and that the <br /> � prevention of the pollution of the ground water <br /> sources and Lake Minnetonka would be promoted also. <br /> � It was noted that to a11ow these areas to develop <br /> as commercial uses would force major road develop- <br /> � ment into the area in order to service the increased <br /> � traffic loads generated by such uses . Such an <br /> increase in road networks is virtually impossible <br /> � since the property is on the Navarre Island and the <br /> extension of additional highways to the area is <br /> � physically impossible. Moreover, it was noted that <br /> the various businessmens ' reports and other reports <br /> � before the Planning Commission and the Council in the <br /> past indicated that presently there is no adequate <br /> � use or demand for the vacant commercial property <br /> • in this part ot the village. <br /> . The discussion then shifted to that area marked AREA L-4 <br /> as area L-4 on the Navarre area map. This area is TO LR-1C , 1/2 ACRE <br /> presently zoned as B-1 commercial and will be re- <br /> zoned to LR-1C, 1/2 acre resi�ential. It was <br /> � noted that this property is presently being used <br /> for 1/2 acre residential uses. It was noted that <br /> � the land is not used for any commercial uses . The <br /> contour of the land is such that in order for it to <br /> be developed as commercial uses , i� would require <br /> major excavatians in that zone. Such excavations <br /> would create increased erosion into the lake and <br /> � would result in the diminution of real estate <br /> values in the surrounding property. It is doubtful <br /> � that the city would a11ow the owners of that pro- <br /> perty to complete major excavation in order to <br /> � remove the natural topography present. The area <br /> • immediately to the north ot the proposes area to be <br /> rezoned is presently used as residential. It was <br /> • noted that the p�operty itself because of the topo- <br /> graphy would be ideal for residential uses but <br /> � not for any corlmercial pu�poses . It was noted that <br /> there was theretore a mistake in the original zoning <br /> � of this property to commercial use. Moreover, the <br /> Council noted that to allow this property to be <br /> S developed as a conunercial use would result in an <br /> . intollerable increase in the traffic flow which is <br /> already present on County Road 15 . It was noted <br /> � that to allow this property to be developed as com- <br /> mercial would result in the continuing expansion <br /> � of the blight caused by the commercial uses in the <br /> area and the deleterious effect on the residential <br /> community surrounding the small pockets of cor,zmercial <br /> uses . <br /> � <br /> � <br /> � <br /> � <br />
