` <br /> � MINUTES OF A COUNCIL MEETING HELD DECEMBER 4 , 1974 Page 2� <br /> � <br /> yHennepin County were to terminate its present use <br /> of the property, then the property would be used <br /> � for the development of 1/2 acre residential lots. <br /> Such a use would not increase the traffic load to <br /> � the extent that the present use does and would not <br /> result in the increased flow of storm water run-off <br /> � directly into the lake that any commercial use would <br /> � create. <br /> � Mayor Searles noted that this area is presently used AREA L-2 , B-1 <br /> for the water tower that is owne� by the Village of to LR-1C <br /> � Orono. It was felt that for the same reasons as <br /> expressed and related to the area L-1 property, <br /> � that this property should be rezoned to LR-1C, <br /> 1/2 acre residential so that in the future, if the <br /> � water tower were moved, the use of that property <br /> • would be compatible to the uses in the surrounding <br /> area and would not result in increased traffic <br /> � loads on County Road 15. <br /> r Van Nest then discussed the area marked as L-3 AREA L-3 <br /> which is presently zoned as B-1 Commercial and will B-1 to LR-1C <br /> � be rezoned to LR-1C, 1/2 acre residential. It was <br /> noted that this triangular piece of land is located <br /> � at the junction of County Road 15 and B1ain Avenue. <br /> Therefore, any use of this property as commercial <br /> • would create a direct traffic flow onto the <br /> � already congested County Road 15 . Moreover, it was <br /> noted that this triangular piece of property in- <br /> � creased the traffic leading onto Blaine Avenue , <br /> which is a residential road serving the community <br /> � of Casco Point. It was noted this property is <br /> located adjacent to an area that has been develcped <br /> � into residential uses . The telephone company pre- <br /> • sently has a building located on the parcel of <br /> property but the majority of the lot is presently <br /> � vacant. It was noted that if this entire piece of <br /> property were developed as a commercial use in the <br /> � future, the increased traffic generated by that use <br /> would create additional hazards both for the <br /> � children in the area who attend the schools there <br /> and for other people who are using County Road 15 . <br /> � It was noted that at the time of the original draft- <br /> • ing of the Zoning Code in 1967 , the village did not <br /> foresee the increased traffic loads for this area <br /> � and the increase� dangers created by the use of <br /> property on Navarre Island as commercial uses. <br /> � Moreover, the village at that time did not un�er- <br /> stand the consequences of storm water run-off in an <br /> area that is so close to Lake Minnetonka. It was <br /> noted that the property once rezoned to residential <br /> would be compatible with the uses of the property <br /> � across the street an� to the south, west and east of <br /> the subject property. It was noted that the re- <br /> � zoning of this property would assist in stopping <br /> the continuation of the spread of the deteriation <br /> � and blight which is caused by the commercial uses in <br /> � <br />
