To the north of these commercial areas <br /> are located residential communities that have <br /> yprevious�y been developed as 1/2 acre residential <br /> � zones. To the south of these commercial centers <br /> are located residential communities that have <br /> � previously been developed in 1/2 and 1 acre lots. <br /> Al1 of these areas are presently sewered. The mem- <br /> � bers present discussed some factors that apply to <br /> � the rezoning of all those areas marked as L, M, N, <br /> O, P, Q, R, and S. They noted that the Comprehen- <br /> a sive Plan mandated that these areas be rezoned <br /> to different commercial uses and in some instances <br /> , eliminated as commercial zones. It was noted that <br /> almost all of these sites are within 1, 000 to <br /> � 2, 000 feet of the lake and that any dense develop- <br /> ment or hard cover in the area would result in the <br /> � rapid run-off of the storm water directly into <br /> the lake without first having had been purified <br /> � or filtrated by the marsh and wetlands which in <br /> . other sections of the village act to purify the <br /> water prior to discharge into the lake. The <br /> + basic fact to be noted is that these areas are <br /> located on an island with limited highway access. <br /> � Therefore, these areas should be designed to serve <br /> the local people only and should not serve to <br /> � attract traffic from other sections of the village <br /> • onto the small island which is of extreme ecological <br /> and environmental importance. Any additional attrac- <br /> . tion of traffic to this area would result in additional <br /> congestion to streets and highways that are already <br /> � inadequate and thereby cause major traffic hazards <br /> and dangeYs to the children and residents who live <br /> � in the area, and to the children who attend the <br /> school system nearby. <br /> � <br /> • Van Nest then discussed the property noted as L-l. AREA L-1 <br /> Members present indicated that the L-1 parcel property B-1 to Lr-1C <br /> � consisted of the Hennepin County maintenance facility <br /> for highway vehicles. It was located almost across <br /> � the street from the Elizabeth Gardner School and <br /> created traffic hazards due to its location. The <br /> � roads servicing the Hennepin County maintenance build- <br /> ing are residential in nature and are presently <br /> � inadequate for the present uses. Moreover, any <br /> • intense development on that property would result <br /> in storm water run-off that would discharge immedi- <br /> • ately into the lake taking with it the oil and gas <br /> spillage from the operation and the other pollutants <br /> � that are developed by such a land use. The traffic <br /> counts in the past indicated that roads in this area <br /> � cannot support additional traffic loads. Therefore, <br /> this property should be zoned from the B-1 commercial <br /> � to LR-1C 1/2 acre residential. In the future if <br /> � <br /> � <br /> � <br /> � <br />
