The City Council finds that the conditions existing on this <br /> property and its relationship to the City parking lot �re <br /> peculiar to it and do not applygenerally to other property in this ' <br /> zoning district; That grantinq the variance would not adversely � <br /> effect traffic conditions , liqht , air nor pose a fire hazard or <br /> . other danger to neighboring property; would not merely serve as a <br /> convenience to the owner , but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to preserve a <br /> substantial p,roperty right of the owner ; and would be in keeping <br /> � with the spirit and intent of the zoning�code and comprehensive <br /> plan of the City. <br /> CONCLUSIONS, ORDER AND CONDITIONS � <br /> A. Based upon the �bove FINDINGS, the Orono City Council hereby <br /> � grants the following variances to allow commercial construction <br /> . or redevelopment on the subject property, all subject to the <br /> . conditions listed in paragraph B below: <br /> ' 1. Lot area variance to Section 35.041 to aTlow redevelopment of� <br /> � the 7800 sq foot property. <br /> .,.. • 2.
