COMMUNITY MEDIATION SERVICES, Continued) <br /> <br />McMillan moved, Rahn seconded, to adopt a City Proclamation Celebrating the 25th Anniversary of <br />Community Mediation Services, Inc., and recognizing the value of constructive conflict resolution <br />and appreciation for the volunteers who provide the mediation services. VOTE: Ayes 5, Nays 0. <br /> <br /> <br />LMCD REPORT – ANDREW MCDERMOTT, REPRESENTATIVE <br /> <br />None <br /> <br /> <br />PLANNING COMMISSION COMMENTS – LOREN SCHOENZEIT, REPRESENTATIVE <br /> <br />Schoenzeit stated he had nothing to report but would be available for questions. <br /> <br /> <br />PUBLIC COMMENTS <br /> <br />Larry Johnson reported the Trinity Lutheran Church is looking into the possibility of lowering the speed <br />limit on County Road 15 and that they are requesting the City Council ask Mn/DOT to look at the <br />possibility of lowering the speed limit in that area. Johnson noted the speed limit is currently 55 and that <br />there have been a number of accidents in the area, including one fatality. <br /> <br />Murphy recommended this matter be referred to the Orono Police Department. <br /> <br />The City Council referred this item to the Orono Police Department. <br /> <br /> <br />ZONING ADMINISTRATOR’S REPORT <br /> <br />4. #08-3351 BARRY TANNER ON BEHALF OF BROOK INVESTMENT, B-1 ZONING <br />DISTRICT – ZONING CODE AMENDMENT – REVIEW ORDINANCE <br /> <br />Turner noted this item was reviewed previously by the City Council at its May meeting and at that time <br />directed City Staff to draft an ordinance based on the recommendations of the Planning Commission. The <br />first draft of the ordinance contains only the text to be added to the definition section of the zoning code <br />and to the conditional use section of the B-1 zoning district regulations. <br /> <br />It is being recommended that the definition of commercial recreation contain the following conditions: <br /> <br />a. No recreational activity occurs outside an enclosed building. For purposes of this requirement <br /> an inflatable structure shall not be considered a building. <br /> <br />b.
