Zoning File #1892 <br /> December 10, 1993 <br /> Page 2 <br /> Planning Commission Discussion <br /> Planning Commission members questioned the design of the house noting that it was <br /> "inconsistent" with surrounding neighborhood. Applicant advised that the design and shape of <br /> the house resulted from the unique shaped building envelope and need to conserve horizontal <br /> hardcover improvements. The property is surrounded by lakeshore on three sides. The issue <br /> of the impact on the neighbor to the immediate north was noted but staff advised that because <br /> of the platted roadway dividing properties that owner to north had no ordinance based claim on <br /> lakeshore view. <br /> Applicant noted that if 55,500 s.f. lot was of a normal, standard shape lakeshore lot, <br /> hardcover allowance would be much higher. The house has been designed so that there is no <br /> need to extend beyond building footprint for additional outdoor recreational space as a lower <br /> level patio has been placed beneath the main level grade room and a roofed deck above the <br /> upper level. <br /> The applicant has proposed a drainfield to maintain runoff from roofs of structure to <br /> offset 7.5% excess of hardcover. In fact, applicant notes that 7.3% of driveway and walkway <br /> improvements' runoff would drain out onto existing surface but that the remainder of hardcover <br /> would be treated through the drainfield. Applicant will be responsible for providing detailed <br /> spec and design information for drainfield. A separate permit will be required to be reviewed <br /> and inspected by the City Engineer. Review Exhibit M, the drainfield is located entirely within <br /> the 75-250' setback area. <br /> Planning Commission Recommendation <br /> Planning Commission members voted unanimous approval of the proposed variances <br /> based on the hardships set forth by applicant subject to the condition that applicant apply for the <br /> legal combination of the five separate parcels upon application for a building permit. <br /> lsv <br />
