D. Any person whose permit is revoked as set forth <br /> herein may appeal that revocation to the City Council by filing <br /> notice of such appeal with the City Clerk within ten (10� days of <br /> the date that the revocation was mailed or delivered. <br /> E. The appeal of such revocation shall be <br /> conducted according to the grocedure set forth in Section 6 . 06 , <br /> Subd. 3 , "Issuance of Permit" herein. <br /> Subd. 7 . Submission of Plans to Public Works Director . <br /> Any plans submitted to the Building Inspector for his or her <br /> approval, which include or involve a sidew�lk, curb and gutter, <br /> driveway, driveway approach, drive��ay turnaround, curb cuts , <br /> roadway surfacing or private improvement in any private road or <br /> other private property in the City, shall be referred by the <br /> Building Inspector to the Public Works Dir�ctor for his or her <br /> approval before a building permit shall be issued. <br /> Subd. 8 . Construction Requirements Generally. In <br /> addition to the rules, regulations and specifications as outline3 <br /> by the Public Works Director with respect to the improvements <br /> listed above, the following requirements shall be complied with <br /> when work is done under the provisions oE this Ordinance. <br /> A. All driveway approaches shall intersect the <br /> private road pavement at an angle to be aporoved <br /> by the Pu��lic works Director based upon the <br /> physical characteristics of the private road, <br /> driveway approach and the parcel of land being <br /> accessed. Such angle shall be as close as is <br /> reasonably practical, in the jud9mznt of the <br /> Public works Director to a right angle to the <br /> pavement of the private road. <br /> B . No curb cuts shall be made in such a way that <br /> the curb return extends beyund any property line <br /> as projected, except when consented to, in <br /> writing, by the ajoining property owner <br /> involved. Said consent, if necessary, shall be <br /> submitted to the Public Works Director prior to <br /> the issuance of a permit. <br /> ' C. The top of the paving of the driveway approach <br /> slab at the curb line shall be 1-5/8 inches <br /> above the flowline of the gutter, and shall not <br /> extend into the gutter beyond the face of the <br /> curb or beyond the gutter line, and shall not be <br /> constructed in a manner that will in any way <br /> interfere with the use of the road for the <br /> purpose of travel or maintenance. The <br /> constructed private road shall not be excavated <br /> -13- <br />
