ORONO CITY COUNCIL MEETING <br />MINUTES FOR OCTOBER 28, 1996 <br />• <br />PARK COMMISSION COMMENTS <br />Park Commissioner White stated the Antoine Park neighborhood group meetings have <br />been very fruitful. The meetings have addressed upgrades to equipment and have given <br />the Park Commission good comments. The Commission is also working on the park <br />master plan. The summer intern has worked very well and the master plan is coming <br />along nicely. <br />PLANNING COMMISSION COMMENTS <br />Planning Commissioner Hawn had no comments at this time. <br />PUBLIC COMMENTS <br />There were no comments from the public. <br />ZONING ADMINISTRATOR'S REPORT <br />( 5.) #2128 ORONO HOCKEY BOOSTERS, INC., 1025 OLD CRYSTAL BAY ROAD <br />NORTH - CONDITIONAL USE PERMIT /VARIANCES - RESOLUTION <br />• Mark Engebretson, Orono Ice Arena, Inc. and Victor P architect were present. <br />Mabusth stated the Orono Ice Arena Inc. was proposing an indoor ice arena 163' by 251' <br />on a 4.4 acre parcel located in a 2 acre rural residential zoning. In March of '96 the <br />City amended the Conditional Use section of the zoning code under "Schools" to allow <br />an indoor ice arena as long as it was located on the school property, the structure would <br />meet the required 50' setback from all lot lines, that the arena would not be divided from <br />the school property by a road, and the facility would either be owned and operated by <br />the school or by a non - profit organization. The applicant must also demonstrate the <br />financial capability of funding at least 80% of the total project cost, this is included in <br />your information. The three variances are not related to the new section of the code. <br />The variances are: 1.) setback from Old Crystal Bay Road for the parking proposed at <br />19.3', 2.) parking stall variance at 91 stalls, and 3.) signage variance. Mabusth stated <br />the applicant must protect the wetland areas found on property. If any changes are to <br />be made they must first go to the Watershed District and the Corps of Engineers before <br />coming to the city. The applicants have paid attention to the elevations in an attempt to <br />keep noise from this facility from venting out onto the adjacent properties. If air <br />conditioning is added at a later date the condenser will be located behind a masonry wall <br />to minimize any noise. The only opening is a door that is only opened in cases of <br />emergency on the west side. <br />Callahan stated that items #13 and #15 are related issues to this application and should <br />C7 <br />
