MINUTES OP THE ORONO COUNCIL MEETING OP SEPTEMBER 25, 1989 <br />Mr. Polaczyk commented that regardless of whether the Road <br />• <br />is constructed, the volume of traffic on that road will increase. <br />Callahan commented that construction of the road would cause <br />traffic volumes to increase more quickly than it would otherwise. <br />Mr. Coward compared the Road to County Road 15, which is a <br />scenic highway and currently has much greater traffic volumes <br />than what is predicted for the Road. He said that the reason <br />there is no upgrade of County Road 15 is because it is designated <br />as a "scenic road ". Mr. Coward questioned why the City of Orono <br />could not make all of its highways "scenic "? He said that many <br />times the County "over- designs" roads and does not offer a choice <br />of road design to the community. <br />Mr. Dennis Battrum, 960 Willow Drive North, asked why the <br />Road was being widened at all. <br />Mr. Polaczyk said that Hennepin County had received approval <br />from the City of Medina to construct the Road back in May, 1987. <br />Mr. Polaczyk said that the Road would be constructed to the <br />Medina /Orono border whether or not Orono approved. <br />Mr. Otten said that he believed there would be twice as many <br />cars on the Road 20 years from now. He said that there 247 new, <br />single - family homes built in the last 9 years in the City of <br />Medina. <br />• <br />Ms. Carol Roland, 1000 Willow Drive South, questioned <br />whether the City had any plans for Willow Drive South of Highway <br />12? <br />Acting Mayor Callahan said that the City would not allow the <br />County to do any construction south of Highway 12 without <br />specific approval from the City Council. <br />Mr. Polaczyk said that the County had no plans to do <br />anything beyond Highway 12. <br />Councilmember Goetten said that she wanted to strongly state <br />in the recommendation for approval that the Council not allow any <br />further development south of Highway 12 on Willow. <br />Bernhardson said that the only exception to that would be <br />the bridge over the railroad tracks that needs to be replaced. <br />Bernhardson said that it would be re- constructed at a wider span. <br />There were no further comments from the public regarding <br />this matter and the public hearing was closed. <br />Councilmember Nettles asked what changes would be necessary <br />in order to have bike paths incorporated in this proposal? <br />• <br />City Administrator Bernhardson said that the wider shoulder <br />would allow for bike path use, but would not allow for the <br />6 <br />
