MINUTES OF THE ORONO COUNCIL MEETING OF SEPTEMBER 25, 1989 <br />COUNTY ROAD 116 CONTINUED <br />55. The length of roadway to be constructed will be <br />approximately 5.1 miles and will be constructed in two sections. <br />A rural section will be constructed from Highway 12 to County <br />Road 6 and will have one northbound and one southbound lane and <br />8' paved shoulders. The urban section will be constructed <br />between County Road 6 to the Orono /Medina border and will have <br />one 12' lane in each direction with 8' shoulders and a 6' berm. <br />The purpose of the berm is to minimize the encroachment into the <br />properties on the north side of County Road 6. The alignment is <br />being shifted to the west to minimized property encroachment on <br />the east side of the roadway and to maximize the usage of the <br />property on the other side. Mr. Polaczyk said that an additional <br />14' of right -of -way on the west side of the road will be <br />necessary to build the roadway and slopes. <br />Mr. Polaczyk said that the traffic count for this segment of <br />roadway was 1,400 car /day. MNDOT did a traffic analysis of this <br />roadway and predicts that traffic will increase to 3,000 cars /day <br />by the year 2010. Mr. Polaczyk also noted that the City of <br />Medina approved the preliminary layout in May of 1987. Polaczyk <br />said that the road would be designed to accommodate a 45 mph <br />speed limit. The total cost of the project is estimated to be <br />$2,850,000.00 of which Orono will have no responsibility. The <br />right -of -way costs within the City of Orono have been estimated <br />to be $130,000.00 of which Orono would share 50% or $65,000.00. <br />An environmental assessment worksheet will be prepared for this <br />project and will be submitted to the Cities of Orono and Medina <br />as well as other public agencies. <br />Acting Mayor Callahan asked Mr. Polaczyk what plans the <br />County had for the intersection of County Road 116 and Highway <br />12? <br />Mr. Polaczyk replied that at this time the plan did not <br />include stoplights. He said that the County would continue <br />monitoring that situation and when stoplights were warranted, <br />they would be installed. <br />Callahan asked if the the County had been monitoring that <br />intersection in the last 3 years? <br />Mr. Polaczyk replied that to the best of his knowledge, they <br />have not. <br />Callahan asked what the County plans for the intersection of <br />County Road 116 and County Road 6? <br />Mr. Polaczyk said that stop signs would be used rather than <br />stoplights and that traffic on County Road 116 would have the <br />stop. <br />Councilmember Nettles questioned what factors were used in <br />compiling the estimate that there will be 3,000 cars /day using <br />2 <br />• <br />0 <br />is <br />
