MINUTES OF THE ORONO COUNCIL MEETING OF SEPTEMBER 25, 1989
. COUNTY ROAD 116 CONTINUED
this section of roadway by the year 2010?
Mr. Polaczyk believed that the figure was comprised of
traffic coming off of Highway 12, south of Highway 12 and from
the development of the area that will occur by 2010.
Nettles wondered how much new traffic there would be as
opposed to traffic coming from other roads to use the new road
because its wider and faster?
Mr. Polaczyk responded by saying that it would be a
combination of both, but he could not provide a break down at
this time.
Nettles asked to be provided with that specific information.
Nettles asked Bernhardson whether or not there would be any
change in the design of County Road 116 if the City did the
project rather than the County.
Bernhardson replied that there would not be a change in
design if the City did the project. He added that the only
change in design that will occur over what now exists whether or
not Hennepin County does the project is an additional 4' of paved
• shoulder on each side.
Nettles commented that the only variation then would be the
cost to the City of Orono.
Bernhardson affirmed that, saying that the project would
cost Orono in excess of $350,000.00 to do in 1994, as opposed to
$65,000.00 for right -of -way acquisition if done by the County.
Nettles asked whether the wider shoulder would incorporate a
bike path?
Public Works Director Gerhardson answered that yes, the
wider shoulders would incorporate a bike path.
Councilmember Goetten expressed her concern for safety at
the intersection of Willow Drive and Highway 12. She said that
the proposed safety improvements for Highway 12 do not include a
traffic light at that intersection. Goetten reported that there
has been a 48% increase in rear -end collisions, and one fatality
at that intersection. She said that no matter what is done
there, the need for a traffic signal should be considered.
Acting Mayor Callahan and Councilmembers Nettles and
Peterson concurred.
• Mr. Polaczyk said that the County can do an analysis of that
intersection. He said that there are varying degrees of warrants
and that not only volume is used to determine the need for a
stoplight. He said that the number of accidents can also warrant
3
