MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD SEPTEMBER 25, 1989 ATTENDANCE 7:00 P.M. The Council met on the above date with the following members present: Acting Mayor Callahan, Councilmembers Nettles, Goetten and Peterson, Mayor Grabek was absent. The following represented the City staff: City Administrator Bernhardson, Building & Zoning Administrator Mabusth, Public Works Director Gerhardson, Assistant Planning and Zoning Administrator Gaffron, City Attorney Barrett, City Engineer Cook and City Recorder Scheffler. APPOINTMENT OF ACTING MAYOR It was not necessary to appoint an acting mayor for this meeting as Councilmember Callahan was present and acted in that capacity. PRELIMINARY DESIGN PLAN COUNTY ROAD 116/WILLOW DRIVE PUBLIC HEARING 7:00 P.M. TO 8:00 P.M. The Affidavit of Publication and Certificate of Mailing were duly noted. City Administrator Bernhardson provided a summary of the history of this project and Orono's position regarding the • construction of County Road 116 beyond the Medina border to Highway 12. Bernhardson said that he had received a letter from Mr. Jim'Cox indicating his concerns regarding drainage. The purpose of this hearing is to focus on the proposed design, not whether the road actually will be constructed. He then introduced Mr. Steve Theis, Mr. Bruce Polaczyk and Mr. Jim Wold from the Hennepin County Department of Transportation. Mr. Polaczyk, Design Engineer, explained that the County was seeking approval from the City Council of this preliminary layout. If they do obtain approval, they would then be authorized to go ahead with detailed plans and once those are completed they would come back before the Council and seek approval of those plans. Mr. Polaczyk said that it is the County's intention to complete that process sometime in the latter portion of this year and have a bid letting for the construction in March of 1990. Mr. Polaczyk noted that the portion of County Road 116 being constructed did not actually have a County road designation. In order for such a designation to be made, it will be necessary to obtain a resolution from the City Council approving the designation of 116 as a County Road and to then have the County Board pass a resolution adopting Orono's resolution. Mr. Polaczyk then explained the design configuration of the proposed County Road 116 (hereinafter "the Road ").
