MINUTES OF THE ORONO COUNCIL MEETING OF JULY 24, 1989 <br />• #1412 MARY PETERSEN <br />384 MCCULLEY ROAD <br />PRELIMINARY SUBDIVISION <br />RESOLUTION #2665 <br />Ms. Mary Petersen was present for this matter. <br />City Administrator Bernhardson provided a brief review of <br />the application. Building and Zoning Administrator Mabusth noted <br />that a petition had been received by the neighbors against the <br />platting of a future through road ( Outlot B). <br />Ms. Petersen indicated that she was opposed to the Planning <br />Commission's recommendation to provide a 10' walking path to <br />access the Luce Line Trail. She noted that there was a 28' <br />vertical drop in the location proposed for this access. Mabusth <br />interjected that this proposal was being considered by the Park <br />Commission on August 1, 1989. Mabusth said that there is <br />currently a gravel driveway that already serves as a Luce Line <br />access for 2 of the lots. <br />Ms. Petersen further stated that she was opposed to Outlot B <br />and would prefer to have the road remain a cul -de -sac. She said <br />that at one time there was a through road and because of the <br />difficulties she experienced with that arrangement, she closed <br />the road. <br />• Ms. Sherry Menge asked why it was necessary to have Outlot <br />B? Acting Mayor Callahan explained the City's policy regarding <br />the need to plan for future accesses. He assured Ms. Menge and <br />Ms. Petersen that Orono had no plans now or in the near future to <br />develop a through road. <br />Ms. Desyl Peterson said that the City's reasons for <br />requiring a through road with this subdivision did not apply in <br />this particular application. She asked that the City consider <br />the neighbors request. She said that in the event the zoning <br />should change, there would be a need for that property to come <br />before the City for subdivision approval. At that time, the <br />through road could be dedicated. <br />Mr. Jerome O'Brien also expressed his preference to have <br />Outlot B omitted from the City's requirements. <br />Mr. John Menge said that he was concerned about the future <br />through road creating another access onto McCulley Road. <br />Acting Mayor Callahan said that he sympathized with the <br />neighbors, but reminded them that Outlot B is not going to be a <br />road or developed at this time. <br />Councilmember Goetten asked City Engineer Cook about the <br />is safety of the access onto McCulley Road in the event that Outlot <br />B was to be developed. Cook stated that based on stopping sight <br />distance, McCulley Road was designed for 45 to 50 mph speeds. He <br />said that this would be a safe access. Councilmember Goetten <br />7 <br />
