MINUTES OF THE ORONO COUNCIL MEETING OF JULY 24, 1989 <br />LMCD REPORT CONTINUED • <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Nettles, to adopt the 1990 budget for Lake <br />Minnetonka Conservation District as presented. Motion, Ayes =2, <br />Acting Mayor Callahan, Nay, due to the principle of performing an <br />act which serves no purpose. Motion passed. <br />PUBLIC COMMENTS <br />Mr. Arthur Finkelstein indicated that he was the person that <br />had called the City regarding the Eurasian Milfoil washing up on <br />his shoreline. He said he had seen large masses of milfoil <br />moving with the wind from the south side of the lake to the west <br />part of the lake. The mass was approximately 40' long by 15' <br />wide. Mr. Finkelstein said that he was concerned about what to <br />do with the weed and the possibility of the weed drifting back <br />into the lake and reproducing. <br />Ms. Dorothy Finkelstein echoed Mr. Finkelstein's concerns <br />and added that she would be willing to clean up their shoreline <br />if there was something they could do with the weed. <br />Mr. Strommen said that the LMCD would be looking into this <br />matter further. Acting Mayor Callahan suggested that the City <br />staff look into this matter as well. <br />ZONING ADMINISTRATOR'S REPORT: • <br />#1316 GARY BARR <br />3034 CASCO POINT ROAD <br />VARIANCE <br />RESOLUTION #2664 <br />City Administrator Bernhardson stated that the Council had <br />tabled this item at their July 10, 1989 meeting pending Mr. <br />Barr's application with the City for a conditional use permit for <br />guesthouse use. Bernhardson reported that Mr. Barr had filed an <br />application with the City and that the City staff had inspected <br />the property. <br />Assistant Planning and Zoning Administrator Gaffron said <br />that there was no second unit in the main house. There was no <br />evidence that a stove or refrigerator had existed in the lower <br />level. The garage does have plumbing fixtures on the second <br />level. <br />Ms. Laurie Kleppe, representing Mr. Barr, indicated that <br />there were no further questions or concerns regarding this <br />matter. <br />Councilmember Goetten said that she was pleased to see that <br />the applicant had complied with the City requirements. <br />It was moved by Councilmember Goetten, seconded by • <br />Councilmember Nettles, to adopt Resolution #2664, approving the <br />setback variance requested to construct a detached garage. <br />Motion, Ayes =3, Nays =O, Motion passed. <br />
