MINUTES OF THE ORONO COUNCIL MEETING OF JULY 24, 1989 <br />• LMCD REPORT CONTINUED <br />excessive hardcover near the lakeshore. <br />Mr. Strommen asked if it would be appropriate in such cases <br />to have an exchange of representatives present at key meetings? <br />Nettles replied that he would like to see something more <br />structured than that; he would prefer to have a written policy. <br />Councilmember Goetten stated that if Orono wished to be more <br />strict than the LMCD, it would have to draft an ordinance that <br />would allow Orono to do its own controlling. <br />City Attorney Barrett said that the City could draft an <br />ordinance that would pertain to the City's jurisdiction over land <br />use issues. <br />Acting Mayor Callahan questioned how the ratio of 1 boat per <br />10' of shoreline came to be? Mr. Strommen replied that the <br />general rule for shoreline ratios is 1:50. The 1:10 ratios was <br />adopted sometime back, after many marinas were already in <br />existence. <br />City Administrator Bernhardson suggested that as part of the <br />LMCD's Comprehensive Plan review that a provision could be made <br />to have the LMCD approach an effected city first for a land use <br />• review before going before the Board. <br />Councilmember Goetten said that she hoped that other Lake <br />Minnetonka cities become as strict as Orono in regard to <br />shoreland regulations. <br />Acting Mayor Callahan said that he was concerned about the <br />20% change in the LMCD budget. Callahan also questioned whether <br />there was any return on money being spent for legal services? <br />Mr. Strommen replied that the prosecution service is <br />generating revenue. Callahan asked whether the revenue exceeded <br />or equalled the expenditure. Mr. Strommen answered in the <br />affirmative. <br />Acting Mayor Callahan then asked for more information <br />pertaining to the Orono resident concerned about the milfoil <br />harvesting. <br />Mr. Strommen explained that a resident on Crystal Bay had <br />indicated that there was quite a bit of milfoil weed that had <br />been cut but not picked up by the harvester. The weed was <br />washing up on his shoreline. Mr. Strommen said that he had <br />talked with the harvester contractor who informed him that weeds <br />were not escaping the harvester in large quantities. <br />• Councilmember Goetten asked about the length of time that <br />Mr. Mixa will act in a consultant capacity. Mr. Strommen replied <br />that his services would be needed through mid -1990, but the LMCD <br />budgeted for his services to extend to the end of 1990. <br />5 <br />
