MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MAY 23, 1988 <br />1011129 TODD WATERS CONTINUED <br />Mr. Waters stated he would prefer to do the work <br />privately. He stated the original pipe was an 8 <br />inch pipe which ran under the original old house <br />and does not. feel an 8 inch pipe wi 11 be adequate. <br />Waters asked if the City would provide the <br />engineering for the project and the property owners <br />would take care of the project. He also requested <br />an extension of time from June 15 to July 15. <br />Mayor Grabek stated he felt the Council would be <br />amiss to pay for the engineering of this project <br />and was not in favor of extending the deadline <br />date. <br />Mr. Dennis stated that the ponding area was <br />decreased because of a larger house being built but <br />other factors such as the houses to the north have <br />increased hardcover. He stated he will have to go <br />to Court and put a restraining order on the Waters' <br />property. He stated he has spent a lot of money to <br />raise his house up 2 feet and the water keeps <br />rising. <br />• It was moved by Mayor Grabek to have the property <br />owner return the property to its original <br />condition. Motion failed for lack of a second. <br />Administrator Bernhardson stated that in the <br />original resolution Waters was to put back the 8 <br />inch pipe. Most of the restoration is near the <br />house, but within the 0 -75' zone, the Council may <br />consider a 10 or 18 inch pipe and whether it is <br />done privately or publicly. <br />It was moved by Mayor Grabek to table this time. <br />Motion failed for lack of a second. <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Goetten to approve the regrading, <br />allowing the retaining wall 8 feet from the house <br />along the lakeside, the installation of a 10 inch <br />drain pipe at the expense of Mr. Waters and grant <br />an extension of time to July 15, 1988 for complete <br />restoration. Motion, Ayes 4, Nays 1.
