M <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MAY 23, 1988 <br />•CONTINUATION OF HIGHWOOD ROAD AREA <br />U <br />Jan Ackerberg, 4075 Highwood Road asked why not use <br />' the property on the north side of County Road 19 as <br />a holding area. <br />City Engineer Cook stated in a small watershed such <br />as this, storm water cannot be held back for a very <br />long period of time. <br />Alexander Vongr'ies, 4051 Highwood Road stated he <br />purchased his property in December of 1986 and has <br />had only one problem which was after the July 23, <br />1987 storm. He asked what damage did any of these <br />properties sustain? What are the .benefits of such <br />a proposal compared to the extent of disruption to <br />the properties? He stated the existing pipe will <br />take care of a 100 year rain in 3 days as it did in <br />July. He also asked what would happen to the <br />existing storm sewer and if the expense and <br />disruption is justified. <br />Jan Ackerberg, stated he wanted to go on record as <br />opposing the project. Dale McCurdy, John Sandborn, <br />and Randy Sheeran also stated they opposed the <br />project. <br />Councilmember Goetten stated concern about debris <br />getting into the pipe and the number of properties <br />that are affected by this problem. <br />Engineer Cook stated if the baffleweir would <br />minimize the outlet rate out of this system, it <br />would keep the flow back in and allow as much time <br />as possible for the water to soak into Sauer's back <br />yard but when the water goes over the top there <br />would be free discharge, the water quality would <br />not be improved at that point in time. There are <br />two properties that have been affected by this and <br />they are Mr. Sauer and Mr. Baxter. <br />Councilmember Peterson asked if an estimate of <br />easement costs were available. <br />City Administrator stated easement costs were not <br />available at this time. <br />Mayor Grabek asked what kind of flow the existing <br />storm sewer was adequate to handle, if it were <br />operating properly. <br />Cook stated that if it were operating properly it <br />would probably handle a 5 year storm, which is <br />about 3 1/2 inches of rain in a very short period <br />of time. <br />4 <br />
