MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MAY 23, 1988 <br />• <br />STREET LIGHTING IMPROVEMENT CONTINUED <br />assessed for the project. <br />CONTINUATION OF HIGHWOOD ROAD AREA <br />STORM SEWER PUBLIC HEARING 7:34 -7:55 <br />The affidavit of publication was noted. <br />City Administrator Bernhardson explained that this <br />was a continuation of a public hearing which was <br />held on April 25th. Since the last meeting the <br />City Engineer, Public Works Director, Councilmember <br />Sime and the City Administrator had been to the <br />site to explore some other alternatives and <br />discussed other ways to take care of the problem; <br />to look at detention of some of the water that is <br />coming on the north side of County Road 19 and <br />holding it there for an interim period of time. <br />The Engineer felt that to make it cost effective it <br />would necessitate removal of some trees to create a <br />ponding area to gain storage area. In addition a <br />larger detention basin in the back of Mr. Sauer's <br />property was also considered. This may not be a <br />cost effective solution either. Another <br />possibility is replacing only a portion of the <br />• existing tile, but Mr. McCurdy has indicated that <br />such would be inappropriate as it would tear up his <br />yard. Staff also considered ways to keep from <br />disrupting Highwood Road by jacking a pipe under <br />the road as opposed to having to trench a pipe. <br />That cost appears to be $10,000 more than trenching <br />without addressing the issue of temporary easements <br />to do the trenching. Staff also looked at the <br />issue of water quality and felt that water quality <br />was not affected by this area because it is a <br />watershed principally composed of natural woods. <br />Staff has recommended adoption <br />of Opition I, <br />installation of a 21" pipe, <br />coupled with <br />elimination of the street regrading <br />portion of this <br />project. Neighbors along there have not expressed <br />any strong desire to have regrading <br />done to protect <br />their properties from the overflow from Highwood. <br />The City could explore the condition of the <br />existing pipe as suggested by Mr. <br />McCurdy and Dr. <br />Vongries. A clean out of the line <br />may assist the <br />problem. <br />City Engineer Cook stated that <br />the other two <br />options would provide a 100 year <br />solution. The <br />problem with those solutions is <br />that the water <br />would be getting so high that it <br />• <br />would be to a <br />point where there could be property <br />damage. <br />Public Comments - <br />
