MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />HENNEPIN PARKS CONTINUED <br />agreement from DNR that they will allow either Hennepin <br />Parks or LMCD to be the public access authority on Lake <br />Minnetonka. <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Peterson, to accept the information given <br />by Hennepin Parks and thank them for coming the the <br />Council meeting. Motion, Ayes 5, Nays 0. <br />FACILITIES STUDY <br />SELECTION OF SPACE STUDY CONSULTANT <br />City Administrator Bernhardson explained that at the <br />October 20, 1986 Council meeting, staff was directed to <br />obtain additional proposals (in addition to the <br />Bonestroo proposal) for a space study together with a <br />conceptual study of three options for a new City <br />facility. Staff put together a request for proposal <br />that was sent out to six other architectural firms who <br />had indicated interest and received proposals from <br />Boarman, Lindberg Pierce, and Korsunsky Krank. <br />Councilmember Callahan suggested that the City proceed <br />with extreme caution in this study. He felt that the <br />study was not being handled in the right order, i.e. <br />deciding how big a new building should be, before <br />deciding that a new building is in fact going to be <br />built. <br />City Administrator Bernharson explained that the space <br />study is not determining how big a building should be <br />built, it is determining how much space is anticipated <br />an organization will be need in the forseeable future. <br />The question is can the current facilities provide that <br />space, and if not, how to address the problem. <br />Councilmember Sime stated he felt the current facilities <br />were a mess. He felt that public input should be <br />encouraged. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, to accept the information regarding the proposal <br />on facility study and the item be tabled for a meeting <br />in which ample time is provided to discuss and <br />proponents would make a presentation.
